Position Summary:

In collaboration with Americares HQ and the Liberia Country Director, the Program Manager will lead the strategic direction, growth, and expansion of Americares Liberia’s program portfolio. The role provides overall leadership, guidance, and oversight for the design, implementation, and performance of the RMNCAH program. In partnership with the Country Director, the Program Manager will serve as a member of key representatives of Americares Liberia, fostering and maintaining strong partnerships with the government institutions, donors, multilateral agencies, and NGO partners to advance organizational goals and program impact.
Duties and Responsibilities Responsibilities of the RMNCAH Program Manager:

The RMNCAH Program Manager will provide technical and operational leadership for the implementation of maternal, newborn, child, and adolescent health (RMNCAH) programs. The position will work closely with County Health Teams (CHTs), District Health Teams (DHTs), health facilities, communities, and Americares staff to ensure high-quality program implementation and achievement of project objectives.
1. Strategic Planning, Program Development, and Implementation

Collaborate with Americares program leadership, County Health Teams, and relevant stakeholders to plan, implement, and monitor RMNCAH interventions in alignment with Ministry of Health priorities and donor requirements.
Contribute to business development, concept notes, funding proposals, budgets, and technical reports as requested.
In collaboration with the Country Director, ensure RMNCAH programming aligns with Ministry of Health priorities, policies, and strategic objectives.
Support in-country leadership to develop/adapt and implement innovative capacity-building approaches to ensure high-quality performance of healthcare workers (Medical staff, clinical service provider, TTM, CHAs).

Provide technical guidance to ensure program activities are informed by data, contextual analysis, community needs, and evidence-based best practices.
Support the integration of quality, equity, respectful maternity care, and client-centered approaches into all RMNCAH programming.
Provide technical leadership for the planning, coordination, implementation, monitoring, and evaluation of Perinatal Mental Health program interventions.
Develop and monitor detailed implementation plans, work plans, and activity schedules to ensure timely execution of project activities, targets, and milestones.
Monitor national policies, guidelines, and emerging RMNCAH priorities and recommend program adaptations as needed.
Coordinate and support trainings, mentorship, supportive supervision, and quality improvement initiatives to strengthen service delivery.
Support the implementation and monitoring of RMNCAH-related Gift-in-Kind (GIK) commodities and supplies in collaboration with facility and medicine security teams.
Ensure compliance with donor requirements, organizational policies, and Ministry of Health guidelines.

2.Leadership, Coordination, Representation, and Communication

Provide leadership oversight in supervising the field program staff.
Provide strategic and technical leadership for strengthening community-facility linkages through the TTM networking platform and other community-based structures, including liaising with deepening engagement with the community health department at the CHT level and strengthening SBC components.
Coordinate closely with Americares program, finance, operations, and monitoring teams to ensure integrated program implementation.
Collaborate with the CRHS and DRHSs in providing leadership guidance to TTMs, CHAs, CHSS, and healthcare providers to foster collaborative approaches that improve maternal and newborn health outcomes.
Support the Clinical Officers to strengthen collaboration between health facilities and communities to improve access to and utilization of RMNCAH services.
In collaboration the Country Director, represent Americares at national, county, district, and partner coordination meetings related to RMNCAH programming.
Build and maintain effective working relationships with central MoH, County Health Teams, District Health Teams, health facility staff, implementing partners, and community stakeholders.
Ensure external meetings and technical engagements are documented and key actions are communicated to relevant stakeholders.

3. Financial and Resource Management

Support the development of annual work plans, activity budgets, and expenditure forecasts for RMNCAH program.
Monitor activity expenditures and budget utilization to ensure efficient use of project resources and compliance with donor and organizational requirements.
Review and track budget performance against planned activities and provide timely recommendations for corrective actions when necessary.
Ensure accountability and appropriate utilization of project.

4. Monitoring, Evaluation, Documentation, and Reporting

Lead the development and ownership of the project management tool.
Provide technical and high-quality support to the Grand Bassa County Health Team to implement agreeable sustainability transitional plan.
Ensure Clinical/RMNCAH Officers, MERL Officer, and county and district health teams are oriented on reporting tools, indicators, and reporting schedules.
Conduct routine field monitoring visits to assess program performance, service quality, data quality, and compliance with project standards to strengthen evidence-based decision-making
Support the M&E officer to compile, analyse, and interpret program data to assess progress toward project targets and outcomes.
Monitor SBC indicators and use findings to inform program improvements and strengthen community-based interventions.
Lead the program team to coordinate, compile and submit timely, accurate, and high-quality monthly, quarterly, semi-annual, annual, and donor reports.
Document and disseminate best practices, success stories, lessons learned, innovations, and implementation challenges.
Support operational research, assessments, evaluations, and learning activities as required.
Maintain a repository of RMNCAH tools, training database, materials, job aids, and technical resources to support program implementation and knowledge management.
Perform other duties and responsibilities as assigned to support program objectives and organizational priorities.

Skills, Experience, and Qualifications University Degree in Nursing, midwifery, or public health required; clinical master’s degree preferred
6-10 years’ work experience and significant experience in Project management or similar senior role with an INGO
Knowledge of public health, RMNCH, family planning, nutrition, and/or health systems strengthening in low-resource settings
Demonstrated ability as a strong organizational representative with government agencies in Liberia at the local, regional and national levels
Demonstrated ability to liaise with donor organizations and other NGOs and IOs
Experience developing budgets, supervising financial reporting, and ensuring operational compliance with national regulations, etc.
Excellent interpersonal skills and strong communications skills; ability to develop partnerships across sectors and cultures
Strong organizational skills, capacity to think strategically and attention to detail
Proven success in overseeing NGO public health programs, including effective program design, budget management, project cycle management, and donor compliance
Demonstrated track record in proposal development and building networks for acquiring new opportunities
Proven experience mentoring and building capacity of staff
Ability to produce clear, concise, and compelling reports.
Strong skills in budget/fiscal and administrative oversight
Ability to work without constant supervision
Excellent presentation and interpersonal skills with demonstrated ability to interface with high level government, NGO, and INGO officials and authorities
Excellent communications skills, verbal and written, in English
High level of integrity and attention to detail
Proficiency in Office 365 including Word, Excel, Teams, PowerPoint and SharePoint
Willingness and ability to travel
Unrestricted authorization to work in Liberia
