Rule of Law Program Assistant
Job Description
The Rule of Law Program Assistant will support The Carter Center’s efforts in establishing a
vibrant RULE OF LAW (advancing information, accountability and justice) regime in Liberia
through the provision of programmatic, clerical and administrative assistance. The Program
Assistant will directly support the Program Lead and may be asked to work with other Rule of
Law (RoL) team members to ensure proper coordination in the execution of duties.
Key Activities of the Program Assistant will include coordinating logistics for and participating
in various meetings and events; prepare minutes and reports and distribute same, handle the
Program Lead’s schedule, monitor stock levels of supplies and equipment; assist, as needed,
with project implementation and monitoring; and manage protocol for visiting international
staff and other Carter Center visitors.
The Program Assistant will report directly to the Program Lead and work full time and some
evenings and weekends, as necessary. Compensation will be based on experience and in
accordance with existing Carter Center salary structures in Liberia.
Primary Responsibilities:
1. Offer general support services, including clerical, administrative and logistical
support, to The Carter Center Rule of Law Program in Liberia
2. Maintain regular office hours and administrative duties, including but not limited to:
• Answer the Carter Center RoL-related phone calls and e-mails
• Assist the Program Lead, and members of the team with typing
documents and scanning, copying and distributing
• Maintain physical and electronic filing system of office documents
• Assist in capturing and maintaining databases of contacts and activities
• Keep the Program Lead Diary and arrange appointments and meetings
• Handle incoming and outgoing communication
• Maintain office supplies/equipment and inventory
• Liaise with the relevant staff to coordinate local protocol for visiting
staff and dignitaries
3. Assist with the development, coordination, implementation, and monitoring of rule of
law programming in Liberia, including but not limited to:
• Support the organizing of logistics for RoL events, workshops, trips,
accommodations, transportation, meetings, awareness raising, training
and other arrangements for the Carter Center staff, delegations,
workshop participants, including setting and confirming appointment
agendas and meetings, as required
• Book meeting rooms and conference facilities
• Participate in meetings, awareness raising events, and trainings, taking
notes and preparing and distributing meeting reports, as required
• Assist in liaising with relevant stakeholders and partners, as requested
• Undertake domestic travel to counties as related Rule of Law project
work, as requested
D. Assist in drafting and distributing reports, memoranda, correspondence, project
publications, briefing materials, and other documents related to RoL projects, as
requested.
E. Perform other tasks as assigned.
The Program Assistant will possess:
• A first degree in any Social Science discipline or related field in development studies
with at least 3 years of professional experience or knowledge in program/project
implementation and broad understanding of accountability and transparency issues
• Proven planning and organizational skills
• Strong conceptual/analytical skills, with the ability to think strategically and rapidly
analyse and integrate diverse information from varied sources into conclusions and
recommendations
• Pays attention to details, accepts and understands instructions
• Honest, reliable and respect for confidentiality
• Excellent oral and writing skills
• Manage pressure and conflicting demands and prioritize tasks and workload
• Computer literacy, including all Outlook and Microsoft Office tools (ex. Word, excel,
PowerPoint etc.) is a must. Sharepoint knowledge is a plus.
