I. Background
The Liberia Foundational Skills Activity is funded by the American people through USAID. It is implemented by Chemonics International in collaboration with its partners Diversified Educators Empowerment Project (DEEP), Kids Educational Engagement Project (KEEP), WE-CARE Foundation, Forum for African Women Educationalists (FAWE) Liberia, Foundation for Research, Education & Empowerment (FREE) Liberia, Mathematica, and One World Network of Schools (OWNOS).
As part of the implementation of IR 1.4: School Safety and Security, with a focus on addressing school-related gender-based violence (SRGBV), our Primary Activity 2 is dedicated to supporting local efforts to shift social norms and reduce SRGBV. This includes carrying out Activities 1, 2, 3, and 4 under this initiative.
To achieve these goals, we plan to award small grants to community-based organizations (CBOs) and local NGOs to implement the activities outlined in the scope of work below.
II.Purpose
Liberia Foundational Skills Activity (LFSA) invites Local Community-Based Organizations (CBOs) based in Montserrado, Nimba, Bong, Margibi, Grand Bassa, and Lofa counties to submit applications to implement targeted activities under the outlined Scope of Work. The purpose of this initiative is to support local efforts to change social norms to reduce School related Gender Based Violence (SRGBV).
III. Eligibility Criteria
Applications will be accepted from organizations that meet the following criteria:
1. Legally registered as a Community-Based Organization in Liberia.
2. Operational presence in at least one of the target counties.
3. Demonstrated experience in child-focused programming, gender-based violence prevention, and/or community engagement.
4.Proven capacity to collect and report data in alignment with monitoring, evaluation, research, and learning (MERL) standards.
5.CBO should have UEI (SAM.GOV)
IV. Scope of Work
Selected CBOs will be required to:
1.Identify children aged six and those who have dropped out of school: Conduct community-based identification of children to ensure their enrollment or re-enrollment in schools.
2.Conduct outreach activities: Promote awareness of the LFSA’s support to address school-related gender-based violence (SRGBV) within the community.
3.Collaborate with schools and communities: Partner with local schools, community leaders, and stakeholders to assess and address the needs of out-of-school children.
4.Schedule and conduct awareness sessions: Organize SRGBV-focused awareness activities in school communities to educate children, parents, and school staff.
5.Provide mentorship and career guidance: Facilitate workshops to offer mentorship and career guidance to students, fostering personal and professional development.
6.Develop a monitoring and evaluation plan: Create a detailed plan to track program activities, outcomes, and impacts.
7.Collect and report data: Work closely with the MERL team to collect data that evaluates the program’s impact and effectiveness.
8.Submit monthly progress reports: Provide regular updates, including attendance records for training and mentorship sessions, as part of the reporting framework.
V. Application Requirements
Applicants must submit the following documents:
1.Cover Letter: Briefly describe the organization’s history, mission, and alignment with the RFA goals.
2.Organization History: History of implementing the Scope of Work, a work plan, and expected outcomes.
3.Organizational Profile: Include relevant experience, key personnel, and current capacity to deliver the project.
4.Proof of Registration: Submit a valid registration certificate.
5.Letters of Support: Provide at least two letters of support from local schools, community leaders, or stakeholders.
For those that will successfully move on to the next stage, the evaluation criteria will be the following:
VI. Evaluation Criteria
Applications will be evaluated based on:
1.Technical Approach (40%) – The clarity, feasibility, and innovation in addressing the Scope of Work.
2.Organizational Capacity (25%) – Demonstrated ability to deliver programs effectively in the target counties.
3.Budget and Cost-Effectiveness (20%) – Alignment of proposed costs with planned activities and overall value for money.
4.Partnerships and Community Engagement (15%) – Evidence of collaboration with schools, local leaders, and other stakeholders.
