Job Description and Specifications
Title: Senior Accountant
Reports to: Chief of Party
Supervision of: None
Location: Monrovia, Liberia
JOB SUMMARY:
The Senior Accountant provides overall support to the finance of the InfraWASH project
in the areas of general ledger, accounts payable, accounts receivable, cash receipts, and
processing, consolidation and analysis of financial data, report to the Chief of Party.
MAIN RESPONSIBILITIES AND TASKS:
Financial Management:
• Develop, implement and maintain consolidated/unified financial
management system in QuickBooks multi-currency accounting system.
• Develop, implement and maintain financial policies, procedures and
ensure compliance.
• Monitors projects expenditures against budgets and provide monthly
variance reports to CoP.
• Prepare monthly financial reports required by client, HQ and local
statutory bodies using multi-currency QuickBooks automated accounting
system.
• Liaise with the focal person in Headquarter in passing of necessary end
month/year adjustments.
• Serve as the primary contact for Project bank accounts.
• Take leadership on yearly audits and implementation of recommendations.
• Oversee the accounting functions of the Project i.e. processing of
payments, review and approval of payment vouchers, travel advance
requests and reconciliations, petty cash management.
• Manage financial holding requirements of T e t r a T e c h a nd ensure
adequate availability of funds to meet programmed obligations and
commitments.
• Interface with headquarters’ focal persons on finance to ensure consistent
adherence to new policies and procedures.
• Prepare the monthly/quarterly financial reports and files containing accounting
transactions.
• Prepare and enter journal entries as required

• Provide clear oral and written communication to support financial and nonfinancial staff on various accounting issues.
• Proactively seek out resolutions to potential audit findings.
• Perform monthly bank reconciliations.
• Process accounts payable and cash disbursements.
• Process accounts receivable and cash receipts.
• Prepare and process payroll and deductions schedules.
• Prepare periodic reconciliations of balance sheet accounts.
• Develop procedures and updates to support activity related to job functions.
• Maintain filing system and job-related schedules.
• Provide support, as needed for the audit.
• Prepare invoices to USAID for reimbursement of contract expenditures.
• Help preparing and filing of any regulatory requirements in relation to taxes.
• Overseas the accounting functions of the project: gathering and documenting
backup for all payments.
• maintains & reconciles the PO’s and contracts that are awarded in country
KNOWLEDGE & SKILLS
• Bachelor’s degree in accounting preferred.
• 4 years of accounting experience.
• Understanding of Generally Accepted Accounting Principles.
• Conversant with grants and contracts management, particularly Federal grants.
• Conversant with A110, A122, A133 and FAR.
• Ability to develop solid working relationships with internal and external customers.
• Ability to work independently and on team projects.
• Ability to analyze and prepare general ledger account reconciliations
• Ability to demonstrate a high level of accuracy in assigned tasks.
• Excellent oral and written communication skills.
• Ability to answer questions effectively and in a pleasant manner.
• Ability to maintain calm when adversity is encountered.
• Proficient computer skills including knowledge of Microsoft applications and relevant
accounting software packages and spreadsheet applications. Knowledge of QuickBooks is
desired.
• Ability to work in an automated environment.
• Ability to organize, handle multiple tasks and meet deadlines.
