Welthungerhilfe was founded in 1962 as the National Committee of the
“Freedom from Hunger Campaign” set up by the United Nations’ Food and
Agricultural Organization (FAO). Today it is one of the largest International
Non-Governmental Organizations working in development cooperation and
humanitarian aid based in Germany. The organization is non-profit making,
non-denominational and politically independent, and run by a board of
honorary members under the patronage of the German President.
Welthungerhilfe (WHH) is working in 40 countries in Africa, Asia and Latin
America and campaigns publically for fairer cooperation with developing
countries. Its’ work has been funded by private donations from the
population at large and public grants including Kreditanstalt für
Wiederaufbau( KfW), BMZ, DEVCO/EuropeAid, USAID/OFDA, ECHO (FPA Ppartner) and DFID are among many others.
Welthungerhilfe has been working in Liberia since 2003 focusing on
Sustainable Food and Nutrition Security, Infrastructure and WASH
interventions.
As of 01 April 2019, Welthungerhilfe Liberia implements a KfW cofinanced Health System Strengthening project (–HSS), in the South East
part of Liberia with a duration of 4 years.
Objectives of the
Position:
The LBR 1061-18 KfW Health Systems Strengthening Project (HSS) in the
Southeast of Liberia is a development programme of the Republic of Liberia,
co-financed by the Federal Republic of Germany through the German
Development Bank (KfW) and implemented by Welthungerhilfe Liberia on
behalf of the Government of Liberia in collaboration with MoFDP, MoPW and
MoH. It is within the scope of the programme to construct, rehabilitate and
or upgrade several health facilities (Clinics, Health Centre and County
Hospital) in the four project target counties of Grand Gedeh, River Gee, Sinoe
and Grand Kru. The objective of construction, rehabilitation and or upgrading
of the health facilities is to improve the structures of the prioritized and
selected health facilities thus contributing to the project overall objective of
ensuring that access and utilization of quality health care facilities has
improved for the population living in the four target counties of the SouthEast Region of Liberia.
The overall objective of the program is to improve and enhance sustainable
use of health facilities in the four counties Gran Kru, Sinoe, Grand Gedeh
and River Gee.

The project will contribute to access and utilization of quality health care
facilitiesto strengthen resilience of the health system with expected outputs
and activities to do with:
• Project structure, staff, mechanisms and procedures
• Improvement of infrastructure of prioritized and selected health
care facilities
• Equipping selected health care facilities
• Building capacities in health care facility management for staff of
selected health facilities
• Building capacities in biomedical equipment management for
selected staff of health facilities
• Improvement of nutrition security
• Improvement of staff and in-patient’s nutrition
Specifically, construction of new and rehabilitation of existing health
facilities, equipment supply, set up of a structure for maintenance and repair
of health facilities, set up of a structure for maintenance and repairs of
biomedical equipment, implementing LANN+ approach,
At least 150,000 persons will be benefitting directly from this project in the
four target counties (Sinoe, Grand Kru, Grand Gedeh and River Gee). The
project will be executed by Welthungerhilfe and its national implementing
partners.
Hence, WHH wants to recruit a qualified and competent professional for
the position of Senior Civil Engineer to be part of the execution of this
program.
Location: Sass Town, Grand Kru County with frequent travel to project sites within
Sinoe and Grand Kru counties (1 Position)
Objectives of the
Position:
The main objective of the Senior Civil Engineer position is to lead in
effective and efficient implementation planning, implementation/execution
and handover of the planned project infrastructure activities such as health
care infrastructures, roads, power & water supply etc within planned
resources (time, money and personnel) in his/her given area of jurisdiction
while ensuring adherence to organizational policies, project guidelines and
acceptable standards.
Ensure strict adherence to good contract management practice, terms and
conditions for all infrastructure component of the development project in
the counties assigned to the Senior Civil Engineer while developing and
maintaining good working relationships with government and other
stakeholders
Foreseeing risks to the planned infrastructure activities, proposing feasible
and cost/time effective solutions for consideration by the Infrastructure
Expert, ensure adequate and effective supervision, monitoring of planned
works and preventing losses to the project and organization.
Supporting other processes/tasks of the project/sector as assigned by the
Supervisor

Responsible for: Civil Engineers, Site Supervisors, WASH Technicians, Infrastructure Officers
Main
Responsibilities:
The Senior Civil Engineer will have the listed below specific responsibilities:
General Tasks (GT)
• Deputizing Infrastructure Sector Lead or Head of Project.
• Attend monthly sectoral meetings with government at County Level
• Attend and actively participate in Technical Working Group
meetings at County Level
• Supporting consultants
• Approval of weekly work plans for projects
• Preparation of monthly work plans for projects
• Preparation of training manuals for projects
• Attend project coordination meetings
• Attending head of department meetings
• Support team building
• Draft Check lists and templates
• Support and facilitate during infrastructure Meetings
• Attending and participating in CCMs if seconded
• Support recruitment of Staff
• Maintaining financial overview for all projects assigned to them
• Orientating, mentoring and training of infrastructure staff
• Carry out staff performance assessment/Employee dialogue for all
personnel under his or her supervision
• Propose new or modifications to Infrastructure sector strategies
• Supporting, supervision and monitoring of consultant’s work
• Identify infrastructure staff capacity gaps and build required
capacities for the concerned staff
• Preparation of cash projections for the project for review by
Infrastructure Sector Lead and HOP.
• Support preparation of annual work plans for projects and for the
sector
• Drafting of Terms of Reference (TORs) and deliverables for staff and
consultants
• Researching new construction technologies
• Attending technical working group (TWG) meetings at National
Level if seconded
• Drafting procedures for processes
• Attend monthly sectoral meetings with government at National
Level if seconded
• Establish and maintain good coordination with counterpart
government officials and other the key stakeholders (including contractor)
at the within the county and at community level
• Check emails on a daily basis and provide appropriate responses
• Filing all photos that have been taken in the proper format by site,
county and project
• Ensure that all financial and logistic transactions related to his/her
work are being a) done in a fully transparent manner and reported and
documented to Welthungerhilfe standards and rules and regulations

• Ensure that project/organization resources (time, construction
material, vehicles, equipment) are used in an appropriate and efficient
manner
• Familiarize contractors with Welthungerhilfe work policy and rules
and regulations
• Liaise with staff of other departments/projects (finance, logistics
Agriculture, WASH, Nutrition etc) as well as Public Works, MOH, MIA and
other key stakeholders for good coordination of project activities.
Proposal Development (P)
• Lead consultation with government and stakeholders
• Lead budgeting for proposed infrastructure interventions
Detailed Assessments for Proposed Structures/Interventions DA)
• Lead Compilation of assessment reports
• Propose interventions and where those interventions are to be
carried out
• Taking of clear photos with relevant details of during assessments
of sites/structures and stakeholder consultation meeting etc for reporting
and other useful purposes
Planning and Design (PD)
• Facilitate consensus building and ensure achievement of consensus
on proposed interventions
• Carry out structural analysis, hydrological analysis and design of
proposed structures
• Lead, manage and finalize preparation of BOQs, designs and
drawings for various kinds of structures such as roads, bridges, culverts,
markets, irrigation schemes, latrine, wells etc.
• Lead, manage and finalize preparation of specifications for various
kinds of infrastructures
• Prepare draft memorandum of understandings (MOUs) for the
projects
• Lead and guide bid evaluation and award (BEA) processes
• Arrange and lead post qualification assessments of best evaluated
bidders if seconded
• Prepares overall project infrastructure implementation plans
(activities, resources and time) for review of Construction Expert
• Ensures that infrastructure activities are implemented according to
the planning. If needed, planning needs to be re-adjusted and documented.
Preparation of Tender Documents (PT)
• Preparation of accurate and correct tender announcements free of
errors
• Preparation of clear and precise easy to follow and understand
instructions to bidders
• Assembling tender packages and ensure accuracy and correctness
of every document included in the tender package.
Tendering (T)
• Organizing and carrying out training of interested bidders in the
WHH Bid Evaluation and Award (BEA)Processes
• Organizing public opening of bids and ensure participation of key
stakeholders especially the line ministries of Ministry of Public Works,
Agriculture and Health depending on the kind of works being tendered.

Bid Evaluation and Award (BEA)
• Support process of financial comparison of bids (CBA, error checks,
balanced pricing).
• Support in leading and guiding bid evaluation committee in the
determination of best evaluated bids
• Support bid evaluation committee in conducting post qualification
assessments of best evaluated bidders if seconded
• Support preparation and finalization of clear, easy to follow and
understand bid evaluation report and ensure that all annexes are attached
to the report and properly signed by the concerned officials.
• Support preparation of contract award notifications for selected
successful bidders
Contracting ©
• Support preparation of contract documents/packages if called upon
• Ensure that contractors and their key staff read and understand all
articles and annexes of contract packages and provide proper explanations
when needed.
Implementation (I)
• Perform regular supervision and monitoring visits to infrastructure
activities
• Organize and coordinate joint monitoring visits with government
and other stakeholders at County Level
• Ensure adherence to and implementation of visibility guidelines for
all infrastructure sector activities and work closely with communications on
the same
• Promptly respond to all critical site/project issues addressed to him
or her
• Taking of clear photos with relevant details of
construction/rehabilitation activities before, during and after
implementation for reporting and other useful purposes
• Perform any tasks/roles assigned by the supervisor
Handover (HHO)
• Organize and coordinating joint inspection of works with key
stakeholders including line government ministries
• Ensure training of users/managers on maintenance of
constructed/rehabilitated structures
• Lead preparation and finalization of training manuals for various
kinds of trainings under a given project
• Preparation of Certificate of Substantial Completion of Works
• Preparation of Certificate of Final Completion of Works at end of
defects liability period
Experience: A minimum of 5- 7 years of experience in Civil engineering/Construction
works and preferable working with INGO/NGO with specific experience in
construction of structures(health care infrastructures, roads, culverts,
drainages, bridges, markets, wells, latrines etc), road and building
construction/rehabilitation, structural and hydrological analysis and design
of drainage structures as well as preparation of tender packages and tender
evaluation, Supervision and monitoring of constructions and personnel,
taking off and estimating for Civil works constructions, good report writing,

contract management, problem analysis, risk management and stakeholder
involvement & management.
Education: A bachelor’s degree in Civil Engineering and other relevant disciplines.
Languages: Excellent command of spoken and written English
Computer skills: Good knowledge of Microsoft Office, especially: Word, Excel, PowerPoint
and internet applications
Good working knowledge and communication skills
Proficient in use of design softwares such as AUTOCAD and Revit
