Job Summary:

CRS is the Major Subcontractor of the USG-funded contract led by PATH for the project titled “REACH Malaria (Reaching Every At-Risk Community & Household with Malaria Services)” global project in Liberia REACH aims to provide implementation support services and technical assistance to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), health systems strengthening, including community health systems, data collection and use for service delivery, other malaria prevention interventions and malaria vaccine.

As Senior Finance Officer, you will support project’s accounting system, policies and procedures in accordance with the accounting standards by CRS, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. As part of an experienced finance team at the Country Program, you will efficiently perform accounting services by documenting project financial transactions, including compiling, analyzing, and verifying account information, preparing account entries, and delivering financial reporting services throughout the REACH Malaria project life cycle.

The Senior Finance Officer will ensure a high level of resource stewardship, strict financial accountability, and financial risk management for REACH Malaria. You anticipate and manage financial management needs, and identify and implement improvement solutions, as needed, to minimize exposure to financial risk. The Senior Finance Officer will report to the Finance Manager.

Roles and Key Responsibilities:

  • Manage financial processes in accordance with CRS policies and USG regulations. Provide proactive service delivery, advice, and support to REACH Malaria program staff in relation to managing the whole project cycle (Design, Start-up, Implementation, Close-out), ensuring efficiency and compliance with CRS’ policies and procedures, Generally Accepted Accounting Principles (GAAP), USG rules and regulations, and legal requirements.
  • Develop, analyze, and monitor program budgets in alignment with REACH Malaria work plans, ensuring accuracy and consistency of financial data and safeguarding of resources. Support expenditure monitoring against approved budgets, forecasts, and available obligations.
  • Ensure the integrity of accounting information by reviewing account issues for compliance and establishing quality control over accounting transactions and financial reporting. Oversee maintenance of supporting documentation for a reliable and easy-to-follow audit trail, while leading efforts to close audit findings in a timely manner.
  • Lead the preparation of accurate financial data, analysis and projections and support the program team (HQ and Liberia) in interpreting data for decision-making and effectively managing financial risks.
  • Lead assessment of staff’s financial management capacity, ensure capacity strengthening on finance policies and regulations, as needed, and monitor and measure impact.
  • Oversee the performance of accurate reporting procedures and timely submission of reports to relevant stakeholders (e.g., REACH Malaria project staff, Regional Office, HQ/Finance).
  • Support in-country procurement for project equipment and supplies as needed, in collaboration with PATH’s Procurement Office. Review payment vouchers, travel expense reports, workshop expense reports and other reconciliations for authorization, accuracy, allowability, charge codes and accounting for advances.
  • Provide information to Project staff, sub-recipients, and partners on financial accounting policies and procedural compliance issues and deliver training and other capacity-building activities.
  • Process all project-related payment requests in Insight and update the Program Director on the status of payments. Conduct periodic financial monitoring to ensure judicious application of project funds by staff and partners.
  • Perform other assigned duties (cash payment/receipt, cash forecast, etc.) as long as duties are segregated.

Basic Qualifications

  • A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent). Additional education may substitute for some experience.
  • Minimum of five years’ experience in a position with similar responsibilities, preferably with an international NGO managing USG contracts.
  • Knowledge of USG rules and regulations, including FAR Part 731 Contract Cost Principles.

Required Languages – Strong written and spoken English.

Travel – Must be willing and able to travel up to 10%.

Preferred Qualifications

  • Master’s degree in Business Administration, Accounting, Finance or related degree preferred. A professional certification in accounting or a related field is highly preferred.
  • Knowledge of the relevant public donors’ regulations is highly preferred.
  • Substantial budgeting, budget/expense analysis, and accounting experience.
  • Knowledge of local law in taxation and local regulatory reporting procedures.
  • Staff management experience.
  • Strong experience in presenting and facilitating financial management topics.
  • Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications. Knowledge of Oracle/Insight and SunSystems financial accounting package or similar financial reporting software highly preferred.
