Job Summary:
FHI 360 is seeking for a Senior Informatics Officer responsible for Maternal, Neonatal, and Child Health for
the EpiC project to be implemented in Liberia in four high-burden counties: Montserrado, Nimba, Lofa, and
Bong. Under the supervision of the Senior Technical Advisor for Strategic Information, the Senior
Informatics Officer will be responsible for technical leadership and operational support for the design,
implementation, optimization, integration, management, reporting, and use of health information systems
supporting HIV and Maternal, Newborn, and Child Health (MCH) programs in Liberia.
The position will play a critical role in strengthening electronic data management systems, digital health
solutions, interoperability, data quality, analytics, and data use for decision-making across the facility,
community, county, and national levels.
A major focus of this role will include supporting the rollout, implementation, strengthening, management,
reporting, and use of the Open mSupply system and related logistics and supply chain information systems
to improve commodity visibility, dispensing accountability, stock management, and last-mile service
delivery for HIV, RMNCH, TB, laboratory, and pharmacy services.
The Senior Informatics Officer will work closely with the Ministry of Health (MOH), National AIDS Control
Program (NACP), County Health Teams, implementing partners, facility teams, and technical stakeholders
to ensure strong system functionality, data integrity, interoperability, reporting, and evidence-based
decision-making.
Duties and Responsibilities
- Lead the implementation, optimization, maintenance, and scale-up of electronic health information
systems supporting HIV and MCH health programs.
- Support the design and strengthening of integrated digital health architectures aligned with
national HIS and interoperability frameworks.
- Coordinate system configuration, user management, access controls, troubleshooting, and
technical support for health information systems.
- Support integration and interoperability between DHIS2, EMRs, Open mSupply, LMIS, laboratory
systems, community systems, and other national digital health platforms.
- Ensure systems are aligned with MOH reporting requirements, donor indicators, and national data Page 2 of 4
governance standards.
- Lead and coordinate Open mSupply implementation and optimization activities across supported
facilities and service delivery points.
- Support establishment and configuration of dispensing stores and workflows for OPD, IPD, ART,
TB, ANC/Maternity, laboratory, and specialized clinics.
- Strengthen commodity tracking, dispensing accountability, stock management, and last-mile
visibility using Open mSupply.
- Support implementation of electronic dispensing and patient-level commodity tracking systems.
- Develop and strengthen routine mSupply reporting, dashboards, analytics, and data use
processes.
- Conduct routine data reviews to identify stock discrepancies, consumption trends, expiries,
losses, and reporting gaps.
- Support facilities to improve LMIS data quality, completeness, timeliness, and reporting
consistency.
- Collaborate with pharmacy, supply chain, and clinical teams to improve inventory management
and commodity security.
- Support forecasting, quantification, stock monitoring, and commodity redistribution activities using
system-generated data.
- Facilitate training, mentorship, supportive supervision, and continuous capacity building for
dispensers, pharmacists, data clerks, M&E staff, and health workers on Open mSupply and
related LMIS tools.
- Support routine HIV and MCH data collection, validation, analysis, interpretation, reporting, and
use across supported programs.
- Conduct routine data quality assessments (DQAs), data triangulation, verification, and system
audits.
- Generate routine dashboards, automated reports, scorecards, and visualizations to support
program monitoring and decision-making.
- Support data harmonization between paper-based tools and electronic systems.
- Support routine data analysis to identify trends, program gaps, service coverage issues, and
performance improvement opportunities.
- Produce monthly, quarterly, and annual analytical reports for management, MOH, donors, and
stakeholders.
- Support the establishment of data use cultures through routine review meetings, situation rooms,
and performance monitoring sessions.
- Participate in national technical working groups related to HIS, digital health, LMIS,
interoperability, and strategic information.
- Coordinate with donors, implementing partners, vendors, and technical agencies on digital health
initiatives.
Competencies:
- Strong understanding of health informatics, HIS architecture, interoperability, and digital health
systems.
- Demonstrated experience implementing and managing Open mSupply and/or other LMIS
platforms.
- Strong knowledge of HIV, PMTCT, RMNCH, and supply chain data systems.
- Experience with DHIS2, EMRs, LMIS, data warehouses, and electronic reporting systems.
- Knowledge of health data standards, data governance, and information security principles.
- Strong data analytics, dashboard development, and visualization skills.
- Experience conducting data quality assessments and data systems strengthening activities.
- Strong understanding of monitoring, evaluation, and strategic information principles.Page 3 of 4
- Proficiency in DHIS2, Open mSupply, Power BI, Tableau, Excel, and Interoperability tools.

Required Qualifications:
- Bachelor’s degree in health informatics, Computer Science, Information Systems, Public Health,
Statistics, Epidemiology, Health Information Management, Data Science, or related field required.
- Master’s degree in health informatics, Public Health, Information Systems, Data Science,
Epidemiology, or related field preferred.
- Minimum of 5 years of progressively responsible experience in health informatics, digital health
systems, HMIS, LMIS, or strategic information.
- Demonstrated experience supporting HIV and/or MCH programs in low-resource settings.
- Proven experience implementing or supporting Open mSupply or other electronic logistics
management systems.
- Experience working with MOH systems, DHIS2, and donor-funded programs such as PEPFAR,
Global Fund, DOS, or CDC preferred.
- Experience in system integration, interoperability, data analytics, and dashboard development is
highly desirable.
- Experience conducting training and supportive supervision in health facilities.
- Familiarity with Liberia’s health information systems and digital health landscape is an added
advantage.
