Mercy Corps Liberia began operations in 2002 in response to the humanitarian crisis brought about by the two Liberian civil wars which took place from 1989-1997 and 1999–2003. With funding from the Swedish Embassy, European Commission, French Development Agency, Irish Aid, and US Department of Agriculture, among others, Mercy Corps Liberia has implemented a range of programs focused on renewable energy, food security, agricultural livelihoods, financial inclusion, nutrition, water and sanitation, infrastructure, and youth economic empowerment. Mercy Corps Liberia works closely with the Government of Liberia (especially the Ministries of Youth and Sports, Health, Labor and Education), the private sector, civil society, international and local NGOs to implement its programs from three offices/sub-offices (Monrovia, Buchanan, and Rivercess). Mercy Corps is one of the foremost development actors in Liberia implementing strategic and systems driven programming in youth employment and entrepreneurship, market systems development and good governance.

The Department

The Human Resource Department is responsible for developing and implementing effective HR policies, procedures, and people-friendly guidelines within Mercy Corps Liberia. This includes but is not limited to: Talent Acquisition & development; employee engagement coordination; country wide training & learning management; compensation & benefits administration; country wide performance management oversight; disciplinary & grievance handling; staff data management; staff disengagement management and service provision management for third party (Health and Accidental Insurance, etc.)

The Position

The Senior Human Resources/ Admin Officer provides oversight to the management of human resources for Mercy Corps operations in Liberia under the leadership of HR/ Admin Manager. S/he will assist the HR/ Admin Manager in assisting in the day-to-day human resources work involved in MC Liberia. The selected candidate will provide support to HR & Admin Manager and other heads of department in facilitating the smooth operation of MC Liberia human resources work.

Essential Responsibilities

HUMAN RESOURCES, SAFEGUARDING AND DIVERSITY

  • Support HR/ Admin Manager to develop and implement all HR Policies & Strategy aligned with current and future needs of the organization.
  • Ensure common understanding and compliance of National Staff Handbook and other HR polices in all MC- L Offices
  • Remain informed, on an ongoing basis, about current and changing HR-related laws, policies and “best practices” to ensure that current and future personnel policies, employment practices, and compensation packages are within the limits of established standards, procedures, guidelines, and policies of Mercy Corps, as well as national laws.
  • Support Mercy Corps global and regional initiatives for human resources, including safeguarding and diversity, and talent development.
  • Serve as a link between the HR team and employees by handling questions, interpreting, and administering HR Policy related issue, and helping to resolve work related problems.
  • Ensure common understanding and adherence of recruitment guideline across all MC-L Offices considering inclusive and local hiring lens
  • Ensure all recruitment in Mercy Corps is completed in due process in fair and transparent manner
  • Be responsible for posting and managing recruitments within the portfolio
  • Organize, lead, and document all recruitment and post-recruitment conversations as well as recruitment related documentations with hiring managers and candidates.
  • Ensure vetting process and background check is timely and efficiently completed
  • Coordinate the tracking of internal transfer to ensure transparent, timely movement of staff and relocation benefit
  • Be responsible for drafting, signing, and filing of Human Resources paperwork including employment offer letters, employment agreement, PAF, new hire member paperwork and notices, unemployment, letters of authority, assignment, and employment verification.
  • Update and upkeep Mercy Corps Human Capital Management System
  • Assist with the on-boarding of senior team members, ensuring they are set up for success and familiar with agency systems, procedures, and protocols.
  • Be responsible to encourage all team members to complete Mercy Corps mandatory courses and other online talent development resources.
  • Support HR/ Admin Manager to prepare and gather all supporting documents for payroll every month
  • Provide training and re-freshers on Code of Ethics, Performance Management, and MC Culture training every 6 months in all MC-L offices
  • Proactively update HR Admin Manager on any Code of Ethics/ PSEA/ Fraud and corruption issues & staff grievances
  • Support all offboarding initiatives of departing team members and ensure timely administration of exit formalities and payment of their final settlement.
  • Support HR/ Admin Manager in accurately and timely completion and submission of all internal and external HR reports
  • Work with HR/Admin Manager to track and generate relevant HR data and metrics to improve organizational effectiveness

TEAM MANAGEMENT

  • Oversee and manage the field and central HR/ Admin team ensuring prompt and consistent service to Mercy Corps Liberia team members.
  • Oversee and manage the work of reporting Human Resources staff. Encourages the ongoing development of the Human Resources staff.

EMPLOYEE RELATIONS

  • Support the HR/ Admin manager in the roll out of employee engagement and staff welfare initiatives
  • Oversee the administration of compensation and benefits. Manage relationships with benefit providers and advocates on behalf of team members to resolve benefit issues.
  • Ensure effective implementation of the Performance Management Systems and clear understanding of Performance Management Tools
  • Provide team members with information, tools and resources to improve performance & reach objectives.
  • Under the leadership of HR/Admin Manager build a culture of constructive feedback to improve performance & reach objectives.

SECURITY

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Supervisory Responsibility: All HR/Admin Officers and Assistants

Accountability

Reports Directly To: HR/ Admin Manager

Works Directly With: All MC Liberia Program and Support Functions

Accountability to Participants and Stakeholders

Minimum Qualification & Transferable Skills

  • Bachelor’s degree in administration, management or equivalent
  • Minimum of 5 years’ experience in Human Resources Administration and or relevant field
  • Demonstrated excellence in human resource management, particularly in a multi-cultural environment, including staff training, motivation, and discipline preferable in INGO setting
  • Demonstrated attention to detail, following procedures, meeting deadlines and problem-solving independently and cooperatively.
  • Proficient in Microsoft Office and Google Suites
  • Effective organizational, prioritization and time management skills.
  • Ability to work independently, dynamically, and effectively under pressure
  • Must be a self-starter, persistent and possess ability to solve problems innovatively
  • Excellent verbal, written, and interpersonal skills in English
  • Ability to uphold a strict level of confidentiality
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.

Success Factors

The successful Senior HR/ Admin Officer will have a good knowledge of HR systems and strong communication and interpersonal skills. S/ he will be capable of multi-tasking and rapid decision-making. S/he is expected to be initiative driven as well as possess high emotional intelligence to work effectively on capacity building, mentoring, and team-building techniques. S/he should be sensitive to and understand local context as well as familiarity with diverse staffing structures. Successful Mercy Corps team members have a strong commitment to teamwork and accountability, thrive in evolving and challenging environments, and make effective written and verbal communication a priority.
