We are seeking a Senior Laboratory Advisor for a USAID-funded Liberia Local Health Solutions (LHS) project. Activities under this project will enhance the functions of the Liberian health system to sustainably deliver improved quality of health services that are responsive to the needs of the population. This contracted position is project-based and the duration is limited to the successful award and renewal of the project.
The Senior Laboratory Advisor’s responsibilities will include overall strategic planning, coordination, and technical direction of laboratory capacity building activities for the LHS Activity. The position will provide technical assistance to the Ministry of Health’s (MOH) National Diagnostics Department (NDD), the National Reference Laboratory (NRL) at the National Public Health Institute of Liberia (NPHIL), regional referral laboratories and county health teams (CHTs) to strengthen laboratory and disease surveillance systems.
Job Title: Senior Laboratory Advisor
Key Duties/Responsibilities:
∙ Develop close working relationships with the MOH, NPHIL and other stakeholders that have responsibility for strengthening and improving laboratory capacity nationally.
∙ Adapt existing procedures in place in regional laboratories to meet the needs of health facilities and CHTs.
∙ Coordinate with and between NDD, NRL, regional referral laboratories and hospital laboratories nationally to ensure that laboratory personnel are trained on laboratory policies, standards and support health centers to achieve these standards during supportive supervision visits.
∙ Provide support to NDD and County Diagnostics Officers (CDOs) in laboratory commodity/consumables management and reporting.
∙ Provide support to NDD, NRL and regional referral laboratories to implement external quality assessment (EQA) and support supervision systems for health facilities.
∙ Analyze the data collected in the regional referral laboratories and work with the Project Manager to contribute to the written quarterly and annual progress reports, in line with the agreed indicators that have to be reported to USAID.
Qualifications Requirements:
∙ Bachelor’s degree in laboratory science or related field and a minimum of five years’ experience in providing advisory assistance support or Master’s degree in laboratory sciences or related field. ∙ Eight to eleven years of experience in clinical laboratory medicine in developing countries with at least five years’ experience in a laboratory quality management role
∙ Experience in the management of laboratory services, particularly health facility-based services, including laboratory quality management systems (QMS), laboratory analysis, interpretation and reporting techniques based on best practices, Good Clinical Lab Practice (GCLP) practices, international biosafety regulations and waste management. Medical Microbiology and/or Molecular Diagnosis will be an added advantage
∙ Informed of current laboratory developments in the diagnosis of infectious diseases including point-of care and molecular methods.
∙ Knowledge and experience with strengthening laboratories to achieve international quality standards including against ISO 15189 and/or SLMTA/SLIPTA.
∙ Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
