Senior Operations/Procurement Assistant Consultant, USAID Food Security, Nutrition, and Resilience (FSNR) Activity

Position Summary
RTI is currently accepting applications for a Senior Operations/ Procurement Assistant Consultant to provide support to a USAID-funded Food Security, Nutrition and Resilience (FSNR) project in Liberia. The purpose of the USAID Food Security, Nutrition and Resilience Activity in Liberia is to improve Liberia’s food and nutrition security and households’ resilience. This is a five-year activity that will target smallholder farmers, subsistence farmers, cooperatives, women, and youth groups in rural and peri-urban communities. The program will be based in Monrovia, Liberia and provide programming in Lofa, Bong, Nimba, Margibi, Grand Bassa, and Montserrado communities.
Primary Duties / Responsibilities
Under the supervision of the Finance and Operations Director and the Associate Manager of Procurement, the Consultant Senior Operations/ Procurement Assistant is to provide support to project logistical needs including but not limited to the processes of Procurement (Local and International– as needed), timely delivery of procured goods. The Senior Operations/Procurement Assistant will temporarily support the logistics components for the Liberia FSNR project in Liberia.
The Senior Operations/Procurement Assistant Consultant will provide support to the project in the following areas:
Provides procurement assistance to project staff involved with Liberia FSNR project-related logistics–related activities.
Works closely with the Finance and Operations Director and the Associate Procurement Manager to support the issuance of local purchase orders in accordance with company policies and procedures.
Assists the Finance and Operations Director in preparing procurement plans.
Contributes to development of weekly and monthly reports on procurement.
Understands RTI’s standard procurement operating procedures for project-related commodities ordering and distribution.
Works closely with the Finance and Operations Director and the Associate Procurement Manager to identify any needs for procurement assistance.
Supports efforts to prequalify vendors for work on the projects
Maintains the procurement contract registers to ensure timely renewal of leases, and other contracts.
Maintains RTI Property inventory and assets record and conducts inventory on a periodic basis.
Maintains all the procurement files, ensure that all documents are complete as guided by the procurement checklist and RTI procurement guidelines.
Performs other duties as required by the Finance and Operations Director.
Education & Experience
The successful applicants will have experience in Liberia. Qualifications that will be used to select candidates also include:
Bachelor’s Degree in business management or related field with supply chain certification, and two (2) years’ experience in procurement and supply chain management.
Experience working for an international NGO is preferred.
Strong attention to detail.
Demonstrated ability to plan and organize work, assemble and coordinate materials, and serve as a team player, in a fast-paced environment.
Excellent interpersonal skills and ability to work as part of a team.
Knowledge of USAID procurement policies and regulations a plus.
Demonstrated experience with costing, budget reporting, and tracking of materials.
Strong oral and written communication skills.
Willingness to travel in Monrovia and counties nearby.
Strong verbal and written English communication skills.
Duration of Assignment: This position will begin as soon as the identified candidate can start, and the agreement will end June 30, 2023. The consultant will bill for hours actually worked.
