Summary of the position:
We are seeking a highly skilled and experienced individual to join our team as the Sr. Procurement and Supply Management (Sr. PSM) for national TB, HIV and RSSH program under GFATM GC7 and C19RM grant. The Sr. PSM will be responsible for overseeing all aspects of procurement and health supply chain management to support the successful implementation of the project. This includes planning, sourcing, purchasing, inventory management, and supply chain coordination with various stakeholders. The ideal candidate will have a strong background in procurement and supply chain management within the healthcare sector, particularly in TB, HIV and RSSH programs.
The Sr. PSM will provide direct technical assistance to specific aspects of the program in accordance with the PSM strategy of improving the product availability, accessibility, and use of pharmaceutical supplies at all levels of Liberia’s public health system. The Sr. PSM will play a critical role at the national level in improving coordination and communication among the various stakeholders (including Global Fund and the Liberian Ministry of Heath). In addition, the Sr. PSM will support the development and implementation of supply chain policies and procedures that facilitate adequate quantifications, commodity procurements, warehousing, and inventory management. The Sr. PSM will also help address logistical challenges associated with distributing products at the county and facilities level.
The Project is led by Plan International Liberia, the Principal Recipient (PR) for the HIV,TB and RSSH grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for Liberia to support National Aids Control Program response to AIDS epidemic and National Tuberculosis and Leprosy Control Program (NLTCP) towards TB elimination.
The project will leverage the existing system of WFP and micro LMD initiated by PIL for the distribution of ARV, TB drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of both the programs across their facilities.
Dimensions of the Role
- Reporting to Chief of Party – GFATM, Sr. PSM will be responsible for developing and implementing procurement and supply chain strategies and policies in line with project goals and objectives. This role is focal point for MOH, NACP, NLTCP, NDD, LMHRA, SCMU for all technical aspects related to the transformation of supply chain management. The Sr. PSM will be responsible for managing the project planning, execution and provide technical support to consortium partners and ensure the smooth implementation of the project for NACP, NLTCP, SCMU and MOH commodities across the country. This role will lead the procurement and supply chain process, including sourcing suppliers, evaluating bids, negotiating contracts, and managing vendor relationships while ensuring compliance with procurement regulations, donor requirements, and local laws.
- The scope of the assignment involves both transforming the supply chain as well as managing it efficiently to deliver Anti-retroviral (ARV), Tuberculosis drugs, diagnostics and other commodities at all levels with high level of Procurement and Supply Chain Management performance. Sr. PSM will ensure the project activities are executed on time and will be responsible for the following major activities:
- Provide overall leadership and guidance to the program on Supply Chain Management for HIV/AIDS, TB and RSSH;
- Review the existing PSM System for HIV/AIDS and Tuberculosis program, make recommendations for enhancements and lead the implementation of approved changes;
- Manage and lead the project team comprising of representatives of the project partners including service providers for HIV/AIDS and TB commodities
- Coordinate with logistics and distribution teams to ensure timely delivery of supplies to project sites.
- Monitor supplier performance, identify areas for improvement, and implement corrective actions as necessary.
- Design and implement the policies and guidelines being proposed by the consortium
- Help resolve internal consortium issues with regards to team dynamics
- Develop PSM budgets, monitor expenditures and maintain good financial stewardship of the budget lines in coordination with the Finance team and project staff.
- Organize, manage and provide procurement and supply management technical inputs to reports, implementation plans, budgets and forecasts and other project deliverables.
- Collaborate with project teams to forecast procurement needs and develop procurement plans.
- Promote application of innovative private sector engagement structures and approaches in health care supply delivery system
- Work with other donors, development partners, technical agencies, and private sector to leverage resources both financial and technical for project through a collaborative approach.

- Ensure timely reporting to the donor on all programmatic and financial requirements.
- Represent project and disseminate project’s work in various learning forums, joint learning networks, conferences, workshops and seminars etc. at national and international level as required’
