Job Title: Senior Program Officer – Advocacy and Capacity Strengthening

Breakthrough ACTION Liberia is funded by the United States Agency for International
Development (USAID) to lead social and behavior change (SBC) programming in 12 counties. Led
by the Johns Hopkins Center for Communication Programs (CCP), Breakthrough ACTION
partners include Save the Children, ideas42, and Think Place. The vision of the Breakthrough
ACTION Liberia project is to deliver effective, high quality social and behavior change (SBC)
activities in Liberia that will result in improved demand and use of health services for malaria;
maternal, neonatal, and child health (MNCH); nutrition; family planning/ reproductive health
(FP/RH); adolescent health; and water, sanitation, hygiene (WASH) and engage communities in
behaviors to prevent zoonotic and non-zoonotic infections in line with the Global Health Security
Agenda (GHSA).
Summary: The Senior Program Officer – Advocacy and Capacity Strengthening will be
responsible for day-to-day implementation and oversight of Breakthrough ACTION-Liberia’s
Social Behavior Change Advocacy interventions and the Advocacy Core Group (SBC-ACG)
activities at national and sub-national levels in close collaboration with Breakthrough ACTIONLiberia Field Managers. S/he will also be responsible for strengthening collaboration with and
building capacity of the project’s government partners at all levels, and through advocacy and
networking, strengthen relationships with other non-governmental stakeholders in the counties.
She/he will report to the Deputy Chief of Party and work in consultation with the SBC Advisor and
the broader Breakthrough ACTION-Liberia Monrovia Team as appropriate.
Essential Duties and Responsibilities: The Senior Program Officer Advocacy & Capacity
Strengthening specific duties will include:
• Provide day-to-day oversight for implementation, documentation and reporting of
Breakthrough ACTION-Liberia’s Advocacy interventions including the SBC-ACG
approach at national and sub-national level.
• In consultation with the Deputy Chief of Party, SBC Advisor and relevant Breakthrough
ACTION-Liberia Monrovia team members, develop and implement strategies for effective
implementation of Breakthrough ACTION-Liberia’s SBC-Advocacy approaches
• Coordinate Breakthrough ACTION-Liberia SBC capacity strengthening support for
government partners (MOH, County Health teams, etc.), including identification and
coordination of opportunities with implementing partners as needed
• Work with the County SBC Officers to develop and implement defined and targeted
advocacy plans at County and District level, including tracking and reporting of advocacy
outcomes
• Assist the County SBC Officers with relationship building and coordination with BALiberia implementing partners and non-governmental stakeholders
• Organize and facilitate advocacy meetings, workshops, seminars, discussions, etc. with
sectoral stakeholders, government and other implementing partners.
• Assist and coordinate ongoing advocacy program activities with other SBC and County
team members as assigned or required
• Conduct advocacy related activities and prepare documents from the outcomes of
discussions, meetings, symposium and initiatives.
• Work closely with the KM Officer in the development and writing of timely program
reports on a quarterly and annual basis and disseminate program success stories, and other
reporting duties as assigned.
• Develop an exit strategy to ensure sustainability and continuity in the implementation of
effective quality advocacy activities in Liberia.
• Perform job duties/responsibilities in support of CCP’s mission and values, as appropriate.
• Perform other duties as may be assigned by Breakthrough ACTION-Liberia Deputy Chief
of Party.
Supervisory Responsibilities: This position has no direct supervisory responsibilities at this time.
Education and/or Experience: Bachelor’s Degree equivalent or higher in a relevant field (public
health, social science, humanities, other).
Specific experience will include:
• Minimum of 5-8 years’ demonstrable experience supporting/implementing advocacy and
capacity building activities on Malaria, Family Planning or related Reproductive Health
and WASH programs in Liberia.
• SBC and/or Community Mobilization expertise is required.
• Excellent experience in conducting capacity needs assessment, developing training
materials and implementing capacity building activities.
• Demonstratable ability to network and coordinate with government, nongovernment
organizations and other relevant stakeholders for purposes of advocacy matters.
• Having knowledge of county-specific contexts and sound experience working with
community channels/networks is required.
• Demonstrate high-level oral and written communication skills including the capacity to
communicate and work with people from diverse backgrounds.
• Ability to exercise sound judgment, make independent decisions and to work as part of a
multidisciplinary team to develop collaborative relationships and networks between
agencies.
• Strong organizational skills with an ability to manage workload with minimal supervision.
• Ability to use computers within the workplace including word processing, excel,
PowerPoint and email.
Language Skills: Must be fluent in English and Liberian local dialects.
