JOB SUMMARY:
FHI 360 is seeking a Senior Program Officer for the Liberia Country Office. The Senior Program Officer will support program and activity management in accordance with FHI 360 policies, U.S. Department of State (DOS) rules and regulations, and other applicable donor requirements. The position reports directly to the Project Director – EpiC/ Country Representative and is based at the FHI 360 Liberia office in Monrovia.
Accountabilities:
Provide support to the Project Director-EpiC/Country Representative to ensure the implementation of project and country representative responsibilities is in an efficient, compliant, timely, and results-oriented manner.
Programmatic Management:
- Ensure compliance with donor requirements and organizational policies and procedures. o Provide initial review and comments on programmatic reports and annual work plans as may be required.
- Oversees reporting process to ensure client requirements are met; may aggregate reporting for oversight of a project
- Constantly troubleshoot, identify, and elevate project implementation and management emerging issues to Project Director-EpiC/Country Representative and management team as appropriate.
Programmatic Administration:
- Support project knowledge management initiatives in documenting approaches and achievements o Ensure the document management site is used appropriately by the project team.
- Support the conduct of new hire onboarding on department procedures and administrative processes.
- Support the Project Director-EpiC/Country Representative in clearing all expenditures relating to budgets for her approval.
- Support project staff to write protocols, papers, document project reports, and disseminate lessons learned and best practices, incorporating these into new designs and ensuring accuracy and appropriateness.
- Cultivate strong working relationships with local, national, and international stakeholders, including the Ministry of Health and other relevant organizations in Liberia, to ensure smooth operation of programs and activities supported by FHI 360.
- Provide support to the Project Director – EpiC/Country Representative and HQ backstop to ensure that donor and HQ requests are appropriately responded to and deliverables duly submitted
- Oversee/manage partnerships and ensure strong lines of communication and collaboration are established and maintained.
Business Development and Proposal Management Support:
- Collaborate with the Project Director- EpiC/Country Representative to proactively identify opportunities for new project initiatives and funding to support them. o Participate in Business Development and Diversification (BDD) efforts, including capture work and development and/or review of proposal narratives and budgets.
- Participates in capture management, selects partners, drafts team agreements, and leads aspects of proposal design
- Performs other duties as assigned.

- Advanced knowledge of project management concepts and practices.
- May have or be in the process of developing content knowledge in a functional area.
- Excellent and demonstrated project management skills.

- Ability to analyze and interpret data, identify errors, and prepare reports.
- Demonstrated public relations and diplomacy skills required.
- Excellent oral and written communication skills.
- Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
- Ability to work independently and manage a high-volume workflow.
- Relevant computer software skills, including at a minimum MS Office.

Education:
- Master’s degree in management or public health or its International equivalent – Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences, International Development, Human Development or Related Field.
- Project Management (PM) Certification is an added advantage
Experience:
- Minimum of 6+ years of relevant experience in project management principles and practices.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
- International or Domestic (US) Program Development or Program management preferred
- Articulate and professional, able to communicate clearly and positively with clients and staff.
- Proven ability to work smoothly with and navigate work environments with multi-dimensional teams
