Short-term consultancy for County Logistics Officer for the 2026 Global Fund-supported ITN mass campaign.

Terms of Reference

Background

Catholic Relief Services (CRS), in collaboration with the National Malaria Control Program (NMCP) and with support from the Global Fund, is implementing the national Insecticide-Treated Nets (ITN) Mass Campaign. The success of the Campaign requires strong logistics coordination, effective monitoring, accountability and timely reporting at the County level.

To support effective implementation of county-level logistics activities, CRS Liberia seeks to recruit County Logistics Officers to be deployed across all 15 counties to participate in coordinating, monitoring, tracking, and reporting on all ITN logistics operations within their assigned counties.

 

Duration of the Assignment: 4 months: October 1, 2026-January 30, 2027

Location of the Assignment: All 15 counties in Liberia.

Number of Positions: Fifteen (15) positions- one per County

Reports To: CRS PSM Manager

 

Purpose of the Assignment

The County Logistics Officer will support the planning, coordination, monitoring, reporting, and reconciliation of ITN storage, transportation, distribution, reverse logistics, and campaign waste management activities at the county level, in accordance with approved campaign operational plans, logistics guidelines, accountability procedures, and digital reporting requirements.

Key Roles and Responsibilities

  1. Campaign Preparation and Orientation
  • Familiarize himself/herself with campaign implementation documents, including storage, transportation, prepositioning, and reporting plans.
  • Participate in all required campaign training and logistics orientation sessions.
  • Possess a smartphone and install/use the approved campaign digital reporting platform (DIGIT).
  • Comply with all approved campaign digital reporting and accountability procedures.

 

  1. Logistics Coordination and Monitoring
  • Monitor and report ITN receipt, storage, issuance, and distribution activities at warehouses, prepositioning sites, and distribution points.
  • Facilitate and monitor third-party logistics (3PL) transportation and storage activities in line with approved micro-transportation plans.
  • Support and monitor campaign service providers involved in logistics operations.
  • Ensure the availability and proper use of approved paper-based and digital logistics tools at all operational sites.

 

  1. Reporting and Accountability
  • Record and report all ITN logistics transactions using the campaign-approved digital reporting platform.
  • Submit daily reports via an online form on ITN transportation, receipt, issuance, returns, and stock reconciliation during campaign implementation.
  • Monitor the campaign dashboard and promptly report discrepancies, anomalies, and operational concerns.
  • Immediately report incidents involving damaged, stolen, lost, or unaccounted-for ITNs.

 

  1. Reverse Logistics and Waste Management
  • Monitor and report reverse logistics activities, including ITN returns and stock retrieval.
  • Support the collection, packaging, stacking, and transportation of campaign waste materials after distribution activities.

 

  1. Coordination and Communication
  • Participate in county coordination committee (CCC) meetings and provide routine updates on logistics implementation progress, challenges, and recommendations at daily CCC meetings.
  • Maintain regular communication with the campaign logistics subcommittee, warehouse teams, service providers, and distribution teams.

Required Qualifications, Experience and Competencies

Education:

  • Bachelor‘s degree in Logistics, Supply Chain, Management or a related field preferred;
  • Or Secondary school diploma combined with professional training in Stock Management or Logistics

Experience:

  • Minimum of two (2) years of experience in logistics, supply chain, warehousing, or campaign operations; previous involvement in ITN or other health commodity distribution campaigns an advantage.
  • Experience supporting Mass Campaign, Public Health Interventions or emergency response operations preferred;
  • Experience working with International NGOs or donor-funded projects is an advantage;
  • Familiarity with inventory management and reporting systems

Competencies:

  • Ability to use smartphones and digital reporting tools
  • Good coordination, communication, and reporting skills
  • Strong attention to detail and accountability
  • Ability to work under pressure and meet reporting deadlines

Deliverables:

  • Daily reports (digitalized)
  • Reverse logistics and waste management report
  • Incidents and accountability reports where applicable
  • Final county logistics performance report at the end of the assignment

Working conditions:

This position will be based in the city of the assigned county and will require frequent travel to the distribution areas within the intervention zone
