Background:
The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Liberia, GHSC-PSM performs work and provides technical assistance across all four task orders, and partners with the National Malaria Control Program (NMCP) for the implementation of Task Order 2 focused on the provision of technical assistance for the distribution of Malaria commodities.
Under the oversight and technical support of PMI and the World Health Organization (WHO), the NMCP, Plan International Liberia (Plan), Catholic Relief Services (CRS), and Roll Back Malaria Partnership (RBM) partners will be distributing Long Lasting Insecticide Treated Nets (LLINs) to the general population through the 2023/2024 nationwide mass distribution campaign. Approximately, over 3 million LLINs will be distributed by mid-2024 throughout the 15 counties. The nets are provided by The Global Funds to Fight AIDs, Tuberculosis and Malaria (GFATM) grant. The mass distribution campaign will be led by Plan International Liberia and monitored by the NMCP with technical guidance from other partners for the planning and implementation of the campaign.
The 2024 LLINs Mass Campaign will be coordinated by the Joint Technical Steering Committee which is subdivided into three sub-committees: the Technical & Monitoring and Evaluation Committee, Advocacy and Social Mobilization Committee, and the Logistic Committee. The 2024 campaign will use a ‘door to door’ assessment and distribution strategy.
Objective:
As part of the support pledged through PMI, the GHSC-PSM project has been solicited to employ a National Technical Advisor, who will:
- Support the National Malaria Control Program (NMCP) and partners in ensuring that the 2024 Mass Campaign is implemented in full.
- Support the NMCP and partners in developing and disseminating training materials and logistics tools to ensure efficient campaign execution. Provide training to county level logisticians at regional levels.
- Support the NMCP and partners to collaborate with waste management companies to address waste disposal during and after the campaign
- Support the finalization of the Logistics Plan of Action (LPoA) to guide campaign logistics.
- Verify and cross-check LLIN quantities in the national Micro Plan against the district macro plan quantities.
- Conduct a comprehensive commodity management assessment and produce a detailed report.
Principal Services and Responsibilities (Essential Functions)
As the National Technical Assistant, the short-term employee is responsible for the following principal services and responsibilities:
- Support NMCP in following up on the delivery of LLINs to the 15 Liberia counties and storage conditions.
- Collaborate with NMCP and partners to identify training needs, organize and develop training materials and tools, and facilitate training at the subnational level • Support the NMCP and partners in the identification of waste management companies to ensure proper disposal of mass campaign waste.
- Support the establishment of waste management protocol that is environmentally friendly and monitor and ensure compliance as per established protocol. • Support the NMCP and partners in verifying and cross-checking LLINs quantities in the national Micro Plan against the Counties, and districts macro plan down to catchment areas.
- If required, conduct a comprehensive assessment of commodity management practices, and produce a detailed report highlighting findings, recommendations, and best practices.
- Identify key challenges in the implementation of the mass campaign and timely solutions.
- Identify key risks with logistic planning and implementation and potential mitigation measures, including providing options and budget impact of the options proposed;
Deliverables/Key Activities
As part of their responsibilities, the technical advisor is responsible for the following deliverables and activities:
- Participation in weekly planning and implementation coordination meetings.
- Training materials and logistics tools
- Training reports for subnational logistics training
- Finalization of the Logistics Plan of Action
- Weekly progress report share
- Development of summary of findings and presentation of recommendations to NMCP and implementing partners
- Development of campaign planning and publishing of an implementation report (macro-plan; micro-plan and campaign report)
- Finalization of Advisor report
Required Skills and Qualifications
- University degree or advanced diploma in a pertinent field such as medical administration, public health administration, logistics, or equivalent.
- Extensive knowledge and experience in LLIN distribution campaign processes, preferably in Liberia
- At least three years of experience in the health sector with demonstrable knowledge of Liberian health and national context
- Experience working for a USAID implementer in Liberia highly preferred • Excellent interpersonal and communication skills
- Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contributions to results
- Demonstrated ability to communicate clearly and concisely both orally and in writing in English
- Must have demonstrated experience with Microsoft Office Suite in particular: Word, Excel, and PowerPoint
- Must be a Liberian citizen or able to work in Liberia without sponsorship
- Immediate availability preferred
