Job Title: Short-Term Operations and Finance Assistant

Project: USAID Liberia Foundational Skills Activity (FSA)

Location: Monrovia, Liberia

Background

Chemonics International, a leading international organization based in Washington, D.C., seeks candidates for the USAID Liberia Foundational Skills Activity (FSA). The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards. The position is based in Monrovia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

Operations

  • Coordinate travel and associated logistics for staff and visitors.
  • Support the processing of resident permits, entry visas, work permit for third country nationals.
  • Support the procurement competition process such as the identification of suppliers, compilation of quotes, and consolidating of required documentation for the project files.
  • Draft project procurement documents including procurement action requests and purchase orders for the procurement of supplies or services.
  • Monitor the inventory of project equipment; record expendable and nonexpendable supplies, regularly check inventory database to make sure it is up to date including location of equipment Prepare, compile, and organize the supporting documentation for payment of suppliers (including procurement process records and supplier invoice) for the Finance team.
  • Maintain clear and concise procurement files that document project compliance with USAID regulations and Chemonics policies.
  • Provide coordination support for project meetings, workshops, and trainings.
  • Coordinate routine activities with the office cleaner.
  • Perform other operations duties as assigned or required.

Finance

  • Prepare document packages for payment transactions including vouchers, checks, and online transfer forms. Ensure that the supporting documentation meets the requirements of FO Accounting Voucher Checklist and secure approvals as needed.
  • Receive and manage invoices from vendors to ensure timely payment by the project.
  • Maintain systematic and organized physical and electronic finance files, including transaction package supporting documentation, in accordance with project and headquarters guidelines.
  • Assist in the preparation of financial reports or responses to inquiries required under local accounting requirements and tax laws and by the Liberia FSA project, USAID, and Chemonics headquarters.
  • Support the Finance team in conducting regular reviews of the finance files and in prompt implementation of any changes needed based on the review findings.
  • Assist the Finance team in providing accounting information to and liaising with the project’s local accounting firms.
  • Reconcile payments made through Petty Cash ensuring that the necessary documentation is submitted correctly including invoices, receipts, and other supporting documentation.
  • Track staff travel advances and expense reports to ensure that they are settled in a timely manner and complete an initial review of the back-up documents package.
  • Comply with all USAID and Chemonics policies, procedures, and regulations, act in an honest and transparent manner, and treat sensitive human resources and finance files with confidentiality and professionalism.
  • Perform other finance duties as assigned or required.

Qualifications:

  • Bachelor’s degree in Accounting, Business Administration, or a similar discipline required
  • Minimum of 2 years of relevant working experience (including accounting, financial management, procurement, operations, etc.)
  • Experience working with USAID or other donor-funded projects, preferably with responsibilities in finance, procurement, and/or operations, highly preferred
  • Knowledge of USAID financial and management systems, regulations, and reporting requirements preferred
  • Proficiency in Microsoft Office programs, particularly Excel
  • Able to work independently with a minimum of supervision and to collaborate productively within a team
  • Able to exercise confidentiality and a high level of professionalism
  • Excellent interpersonal and communication skills in English, both verbal and written
