Agriculture/Inclusive Food Systems and Nutrition Security, Infrastructure for

facilitating access to health facilities and markets, Health System Strengthening,

and WASH.

Health Systems Strengthening (HSS) Project in Liberia overall objective:

With funding support from the Federal Republic of Germany through the German

Development Bank (KfW), Welthungerhilfe is implementing the Health Systems

Organization

Strengthening (HSS) Project in Liberia on behalf of the Government of Liberia, and

profile and

in collaboration with MoFDP, MoPW and MoH. It is within the scope of the

background:

programme to construct, rehabilitate and or upgrade Eight (8) health facilities

(Clinics, Health Centers and County Hospital) in the four project target counties of

Grand Gedeh, River Gee, Sinoe and Grand Kru. The objective of construction,

rehabilitation and or upgrading of the health facilities is to improve the structures

of the prioritized and selected health facilities, thus contributing to the project

overall objective of ensuring that access and utilization of quality health care

facilities has improved for the population living in the four target counties of the

South-East Region of Liberia.

The constructions and rehabilitations will require services of a competent Site

Engineer. If you are prepared to dedicate yourself to implement development

projects under sometimes difficult conditions and you match the requirements set

Duration September 1, 2021, with a possibility of extension depending on performance.
Location: Jaytoken Town-River Gee County (1 Position), Grand Cess-Grand Kru (1 Position)
The main function(s) of the Site Engineer is oversight of all construction and rehabilitation activities at his/her assigned site, while ensuring effective and efficient site specific daily and weekly activity planning and smooth implementation/execution at the site level within the planned resources (time, money, and personnel), while ensuring adherence to organizational policies, project guidelines and acceptable standards.

Foreseeing risks/challenges to the daily and weekly implementation approaches and plans, proposing feasible and cost/time effective solutions for consideration by the superiors.

Adequate and effective daily and weekly site activity supervision and monitoring of all planned works at site level and preventing/minimizing losses or escalation of problems at the various sites.

Support other processes as instructed by the Supervisor.

Responsible to: Administrative-Head of Project, Technical-Senior Civil Engineer
Responsible for: Contractors and service providers
The Site Engineer will have the listed below specific responsibilities:

General tasks:

• Deputize Civil Engineer if seconded.

• Coordinate infrastructure activities with line ministries (MOPW, MOH, MIA

etc) at County and community levels

• Preparing weekly work plans

• Organizing workshops and trainings in the field/at Community level

• Promptly respond to all critical site/project issues addressed to him or her.

• Attend HOD meetings if seconded.

• Establish and maintain good coordination with counterpart government

officials and other the key stakeholders (including contractor) at the within

the county and at community level.

• Check emails on a daily basis and provide appropriate responses.

• Filing all photos that have been taken in the proper format by site, county

and project.

• Ensure that all financial and logistic transactions related to his/her work

are being a) done in a fully transparent manner and reported and

documented to Welthungerhilfe standards and rules and regulations.

• Ensure that project/organization resources (time, construction material,

vehicles, equipment) are used in an appropriate and efficient manner.

Duties and

vertical structures schools, communities, health facilities, markets etc

• Support site selection with other stakeholders and hand over of sites for

new construction and rehabilitations to contractors.

• Filling of Daily Site Reports and Annexes

• Check emails on a daily basis and provide appropriate responses.

• Taking of clear photos with relevant details of during assessments of

sites/structures and stakeholder consultation meeting etc for reporting and

other useful purposes

Preparation of Tender Documents (PT)

 

  • Support tender document preparation where necessary as instructed by the supervisor.

Planning and Design (PD)

  • Support surveys at sites and gathering of information for design of structures.

Tendering (T)

  • Conduct bidders in pre-tender site visits
  • Signing of Pre-tender site visit certificates

Bid Evaluation and Award (BEA)

  • Support bid evaluation and award processes where necessary as instructed by the Supervisor.

Contracting ©

  • Ensure that contractors and their key staff read and understand all articles and annexes of contract packages and provide proper explanations when needed.

Implementation (I)

  • Ensure safe and proper storage of materials and equipment. • Arranging security for materials and equipment at sites
  • Management of materials and human resource at the site level • Supervise and monitor site preparation for construction purposes. • Support recruitment of workers at site level
  • Ensure adherence to quality control and assurance measures. • Arrange and actively participate in weekly site planning meetings. • Documentation of lessons learnt at the site level.
  • Management of additional works at site level
  • Ensure adherence to and implementation of site safety and health regulations.
  • Preparation of material and personnel lists for all constructions using available templates.
  • Conducting regular stakeholder meetings at site level
  • Assist in community stakeholder mobilization.
  • Supervise and monitor the quality of infrastructure constructions. • Supervise and monitor the rehabilitation and construction of horizontal and vertical structures.
  • Prepare daily and weekly progress reports for infrastructure activities. • Inspect and approve all materials to be used for infrastructure constructions/rehabilitations.
  • Ensure adherence to quality standards and quality control measures. • Support in arranging for inspection of completed structures along with the County Technical Personnel such as the MoPW Resident Engineer. • Prepare supervision reports.
  • Attend coordination meetings at County/community level • Assist in formation and training of User/Beneficiary Maintenance Committees for various kinds of structures constructed/rehabilitated. • Planning and preparing the weekly work plan.
  • Work with contractors to produce daily construction reports for all construction/rehabilitation works.
  • Foresee problems, risks and suggest solutions.
  • Support measurement of works done for purpose of preparing payments. • Delivery of written warnings/instructions to contractors when necessary for correction of works, stoppage of works etc.
  • Delivery and issuance of written instructions and warning from Infrastructure Sector Lead or Designate to the contractor
  • Record and report quantities of materials used on site by ensuring correct filling of site diaries.
• Working closely with communities for smooth completion of projects

• Ensure strict compliance to work schedule, BOQs, specifications, general

terms and conditions of contract, construction regulations and standards

and report any deviation/breach at site level.

• Propose design changes to drawings and structures under construction in

a timely manner to the supervisor.

• Report needs for additional works to Senior Civil Engineer

• Inspecting materials delivered to site and approving them for use.

• Enforcing adherence to safety and health regulations on sites

• Promptly respond to all critical site/project issues addressed to him or her.

• Taking of clear photos with relevant details of construction/rehabilitation

activities before, during and after implementation for reporting and other

useful purposes

• Perform other duties as assigned by the supervisor.

Handover (HO)

• Support in organizing and mobilizing of stakeholders for hand-over of

completed constructions/rehabilitations to beneficiaries and government.

• Support handing over project sites to selected contractors

Education A Bachelor’s degree in Civil Engineering and other relevant disciplines.
• A minimum of 5 years’ experience in Civil engineering/Construction works

and preferable working with INGO/NGO with specific experience in

construction of varied structures(health care infrastructures, roads,

culverts, drainages, bridges, markets, wells, latrines etc), road and
