Job Title: Social Behavior Change Communication (SBCC) Lead (x1)

Location: Montserrado County

Reporting To: Technical Director

Responsible For: Social Behavior Change Communication Officers

Contract duration: Open-ended

Job Purpose: The Social Behavior Change Communication Lead will lead the design and implementation of high-quality Sanitation Social Behaviour Change Communication intervention in selected counties of intervention. The Social Behavior Change Communication technical lead is a Social Behavior Change Communication specialist with skills in developing Social Behavior Change Communication strategies, implementation of guides, participatory materials development, media buying, and placement as well as working with multiple stakeholders to deliver quality results.

Specific Responsibilities:

Provide leadership and technical assistance to consortium partners to design, implement high impact gender and age appropriate Social Behavior Change Communication interventions through Interpersonal Communication (IPC), community & mass media, provide Social Behavior Change Communication input in the project design and formative research including; desk review and other qualitative analyses to explore gaps and update social determinants of sanitation uptake, coordinate with consortium partners, County authorities and other stakeholders to review and update National Social Behavior Change Communication sanitation Strategy, conduct participatory meetings with stakeholders (government, consortium partners, IPs, and others) to review existing Social Behavior Change Communication strategy and determine focus for project strategy, provide technical assistance to the Government and partners to launch, rollout and monitor the strategy through IPC, community and mass media, lead the development of prototype concepts based on Social Behavior Change Communication strategy and regional uniqueness to be used in program implementation, conduct targeted media buying and placement of SBCC content based on data and the Social Behavior Change Communication strategy to address key barriers identified through research, work with the research partner to provide Social Behavior Change Communication input in the project research, monitoring and evaluation, represent the project in relevant technical meetings and events and make presentations when required, prepare and submit reports including; status reports, quarterly and annual reports as well as status reports.

Representation and Advocacy

Develop and maintain good professional relationships with relevant ministries, international agencies, NGOs, partners, service providers and other stakeholders working in the equality and gender at national/District level, assist in the development of effective, innovative actions in advocacy (related to SBCC) to achieve a larger and more sustained impact through programmes, represent Concern in national, county and district level relevant meetings, consortia working groups and other workshops, and coordination forums.

Experience & Qualification:

∙ BSC degree in Public Health, management or related field.

∙ 5 years experience in designing and implementing Social Behavior Change Communication programs.

∙ Experience in planning and management of programs in Liberia, including experience in implementing/managing WASH programmes ∙ Demonstrated knowledge and/or experience of having worked with County Authorities

∙ Demonstrated knowledge and/or experience of developing Behaviour Change Communication projects.

∙ Strategy campaign and brand development; digital and social media; use of entertainment education and innovative ways of engaging youth. ∙ Knowledge of family planning

∙ Possessing a driver’s license and motorbike riding skills or willingness to learn
