Summary of Position:
The Social Mobilization and Communication (SMC) Manager (SMC Manager) will lead and provide technical oversight to the PREVAIL Social Mobilization, Communications, and Community Engagement (SMC) Team. S/he will provide subject matter expertise on good participatory practices (GPP) for clinical research, provides supervision, administrative leadership, and guidance to SMC Coordinators and Participant Trackers Coordinator in the design and implementation of social mobilization roadmap, GPP plan and strategies to facilitate research recruitment and retention. The SMC Manager will play a critical role in cementing PREVAIL’s relationship with local and national stakeholders, including research participants, community leaders, support groups and social networks, community advisory group (s), Liberian Government Ministries, Non-governmental Agencies, and other international partners prior to, during, and after research study activities.
Essential functions include, but are not limited to, the following:
Description of Responsibilities:
• Manages the creation and execution of PREVAIL’s community engagement strategy
• Contributes to the development and implementation of the PREVAIL’s research results dissemination strategy
• Develops and strengthen partnerships with new and existing stakeholders
• Manages the day-to-day activities of the PREVAIL SMC team and serve as point person on all aspects of social mobilization, communications, community outreach campaigns and engagement programs in which PREVAIL participates
• Serves as liaison to key stakeholders including community representatives, hospital boards, and hospital staff, government officials, and others
• Consults with study Principal Investigators (PIs) and clinical teams to plan and design SMC activities

• In coordination with the Learning and Professional Development Coordinator, develops and implements capacity building program for GPP and research literacy in Liberia
• Participates in initial and ongoing training, engagement and education of potential participants and community members on protocol activities including inclusion/exclusion criteria, schedule of visits, and research activities
• Provided guidance to site and operations teams regarding questions of protocol interpretation and engagement with the research community
• Participated in site visits and attend meetings with site teams
• Consults with study Coordinators on participant flow and follow up procedures
• Ensures proper oversight of SMC Coordinators as they engage with communities and participants
• Manages the development and implementation appropriate tracking/follow-up strategies to enhance study retention
• Conducts performance reviews for SMC Coordinators
• Submits SMC activity plans to the Assistant Director for approval before implementation
• Submit smonthly and quarterly activity summary reports to the Assistant Director
• Participates in process improvement activities
• Maintains a safe work environment
• Reports to work on time and perform all daily functions
• Follows standard operating procedures
• Assists with management decisions and activities
• Performs other duties as assigned
Skills:
Ability in designing and conducting Knowledge, Attitudes and Practices surveys (KAPs), other surveys, and using other social science instruments
Media and social marketing experience and expertise
Monitoring and evaluation (M&E) skills
Excellent written and verbal communication skills
Knowledge of social science, infectious diseases, including emerging infectious diseases
Effective team building, leadership, and conflict resolution skills
In-depth knowledge of Liberian culture
Excellent time management and interpersonal skills
Ability to multi-task, prioritize workload, and adapt to changing situations
Enthusiastic and dynamic with a positive and confident attitude
Self-motivated
Ability to handle multiple tasks and meet deadlines in a pressured environment

Qualifications
Education: Sociology, Anthropology, or other related fields; mater’s degree in public health or social science is an added advantage.
Preferred Job-related Experience: At least five (5) years of relevant experience in social mobilization and community engagement; 1-2 years management experience
Additional Eligibility Qualifications: Minimum of three (3) years’ experience in social mobilization and health promotion at community or national level. Relevant skills and experience implementing good participatory practices (GPP) for public/biomedical research is an added advantage.
