MISSION/CORE PURPOSE
Ø Driving a superior Network experience for our customers in a challenging unpredictable Network environment with limited resources in a highly competitive market.

Ø Ensuring effective deployment, operational performance, and maintenance of MTN radio Networks, switching systems, VAS systems, RF Transmission systems and fibre Network and the information systems functions to satisfy the telecommunications needs of the target subscribers.

· MTN goal to operate as a least cost operator (LCO) and the need to manage financial resources within contract.

· Understanding the telecommunication industry (globally and locally) as well as future developments and assessing impact on the business plan of the division.

 

KEY PERFORMANCE AREA: Core, essential responsibilities / outputs of the position (KPA’s)

Operational responsibilities:

• Ability to manage diverse departments with highly technical requirements.

Key Tasks:

  • Drive test and Parameters optimization
  • Optimizing networks: Ensuring that networks are performing optimally and reliably
  • Collaborating with others: Working with other network engineers and stakeholders to plan, implement, and document network optimization projects
  • Supporting network projects: Providing support to projects that involve networks
  • Evaluate and Optimise network performance to ensure high service availability
  • Collaborate with engineering team to identify network issue and implement solution
  • Conduct regular monitoring and reporting of network performance metrics
  • Support the design and deployment of network enhancements
  • Lead troubleshooting efforts to resolve network- related problems
  • Engage with cross -functional teams to align network capabilities with business needs
  • LTE/UMTS/GSM radio network planning &optimization
  • Data collection /analysis, including performance counters, configuration data, and drive test logs etc.
  • Coverage /Quality /Capacity analysis (parameter, interference, etc) and troubleshooting covert it into actionable insights/knowledge.
  • Willingness to travel and support other counties in Liberia.
  • Analyse drive test logs to identify the problems, identify and correct sector swaps, correct missing neighbour , azimuth tilt, and optimization within a site
  • Prepare annual radio dimension plan including sites to be upgrade and suggestion for new sites to be deployed
  • Knowledge of Asset tools.

Supervisory/Leadership/Managerial Complexity:

· Direct and monitor work of Riggers and Driver for drive test .

· Ensure the team is led; motivated and rewarded to achieve key performance areas.

Business Strategy:

· Build a clear and coherent strategy for Network Technology Department ensuring alignment with Lonestar Cell MTN corporate strategy and goals and develop plans to support business initiatives and enhance Network support capacity.

· Translate the Business objectives into low level plans and projects.

· Research into the technological trends and evolution and advise the business of their appropriateness and alignment to business objectives.

· Manage the expectations of internal customers as well as the performance of the external Contractors underpinned by SLA that is in turn aligned to the business expectations.

QUALIFICATION AND EXPERIENCE
Education

· Bachelor of Science (BSc)/ B.E /B. tech Deree in telecommunication.

· MBA is an added advantage.

· Relevant certification / accreditation / membership with professional body

· Fluent in English

Experience

· 10 years’ experience in a telecommunication environment or more; with at least 5 years in relevant sector/ industry (understanding emerging markets advantageous)

· 5+ years of experience in leading a networks team of at least two (2) personnel.

· Worked across diverse cultures and geographies.

· Experience working in a medium to large organization
