Background:
Urban Fabric Initiative (UFI) is a 24-month, project funded by the Agence Française de Développement (AFD), also known as the French Development Agency. Mercy Corps is leading the implementation of UFI in collaboration with key stakeholders, including the Ministry of Public Works, Monrovia City Corporation (MCC), Paynesville City Corporation (PCC), and the Township of Gardnerville. The project aims to enhance urban development and resilience in the Monrovia metropolitan area in three targeted sub-urban communities: Woodcamp, Shoe Factory, and Lakpazee. The UFI seeks to achieve the overall objective of improved access, utilization, and management of public spaces resilient to the effects of climate change. Project Duration: June 2024-March 2026.
Key Responsibilities
A. Program Implementation
- Facilitate sports and life skills sessions for youth participants (minimum 12 sessions per cohort).
- Lead training sessions for assigned clubs (25–30 participants per club).
- Lead recruitment and support retention, ensuring each participant attend at least 8 sessions to qualify for graduation.
- Ensure all five sports for change skills: Communicate, Celebrate the Positive, Stay in the Game, Build Your team, and Be the Leader are promoted throughout all 12 sessions.
- Ensure all five Core Skills: Constructive Communication, Self-Esteem, Resilience and Problem Solving, Team work and Trust building, and Strategy Making and Planning are promoted through sessions.
- Organize and supervise community and inter-community tournaments.
- Ensure inclusive participation of girls, youth with disabilities, and marginalized groups.
- Promote civic education themes through sports.
B. Participant Engagement
- Recruit and register youth participants in collaboration with mobilizers and CMB.
- Track attendance and participation using UFI-provided tools.
- Mentor and motivate youth to complete the program and qualify for graduation.
C. Capacity Building
- Attend initial and refresher training sessions on Sports for Change methodology.
- Apply lessons and session according to the LSSD manual.
- Participate in co-creation workshops to design tournament rules and messaging.
D. Monitoring and Reporting
- Support MEL activities including surveys, focus groups, and outcome tracking.
- Submit weekly reports on session delivery, attendance, and participant feedback.
- Maintain accurate records of life skills sessions and participant progress.
E. Community Engagement
- Collaborate with Community Management Board (CMB) and mobilizers.
- Participate in community meetings and events to promote program visibility.
- Uphold safeguarding principles and report any incidents via CARM channels.
Deliverables
- Deliver at least 12 sessions within the Life Skills and Sports Development manual.
- Record attendance using the reporting tools on Comcare to track participation and learning outcomes.
- Retention of at least 80% of participants from inception completing at least 12 Life Skills and sports Development sessions and up to graduation.
- Support graduation events and final closeout activities.
Qualifications and Selection Criteria
- Minimum age: 18 years.
- Education: High school certificate or basic literacy/numeracy.
- Sports knowledge and coaching experience (preferably with youth).
- Experience as a Physical Education Teacher/Instructor strongly preferred
- Must be resident of one of the three communities: Lakpazee, Shoe Factory, and Wood Camp
- Strong community ties and willingness to volunteer or work with minimal remuneration.
- Commitment to continuous learning and development.
- Female coaches are strongly encouraged to apply.
Reporting Line
Reports to:
- Community Mobilizer (for daily coordination)
- Project Assistant (for documentation and quality assurance)
- MEL Officer (for monitoring and evaluation)
Working Conditions
- Field-based in assigned community.
- Sessions are conducted at least 3 times per week.
- May require weekend or evening availability for tournaments and events.
Mercy Corps will pay USD 15.00 per working day. This rate has been agreed upon for the following reasons:
- The standard market pay is as per DCW and TBC SOP.
- TBC will work based on Milestone (S4C Cycle) for the timeframe of December 2025 to February 2026) with a wage of USD 250.00 per person per cycle.
- Mercy Corps will provide a USD 20.00 transportation allowance per cycle.
- Mercy Corps will provide a USD 15.00 call and data bundle per cycle.
- Mercy Corps will pay workers at the completion of the cycle, and payment will be signed and approved on attendance sheets and service completion cycle notes.
