Project: USAID Liberia Foundational Skills Activity (FSA)

 

Program Overview

The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.

 

Principal Duties and Responsibilities

The Sub-awardee and Grants Specialist works in the implementation of the LFSA subaward and grants fund strategy, provide tools, templates, and process guidance for all steps throughout the award lifecycle, including design, solicitation, due diligence, negotiation, award, monitoring, and closeout. In keeping with Chemonics’ guidelines, ensures the management of all subaward agreements, potential grantees/partners on application process and works hand-in-hand with technical team to identify subawards or subgrants.

 

As a Sub-awardee and Grants Specialist for the Liberia Foundational Skills Activity, the employee is responsible for the following principal duties and responsibilities:

  • Assist to ensure full compliance with all applicable USAID and Chemonics policies, practices, and procedures are in place, including grant solicitation and selection procedures, grant awards, kick-off meeting, grant implementation, grant monitoring and evaluation and grant closeouts.
  • Assists in evaluating grant concepts, proposals, and grant agreement/award documents to ensure adherence to established grants management policies and best practices.
  • When necessary and appropriate, assists in pre-award risk assessments to determine applicant management and technical capacities to administer grant awards.
  • In support to and coordination with the technical and support staff, analyzes, assesses, and assists with budgetary and financial aspects of grant applications, recipient financial management capacities, and planning for implementation and funds disbursement needs for grants implementation throughout the life of the program.
  • Assists to draft, negotiate, and monitor initiation of grant agreements and modifications. In close consultation with the supervisor and other long-term technical and support staffs, provide inputs to the scopes of work and ensure that milestones, where applicable, comply with terms and conditions of the awards.
  • Ensures that all files are maintained up to date in conformance with the Chemonics system, uploads them in SharePoint as required, and that they are audit-ready at any given time.
  • As appropriate, assist in developing training materials and provide additional training for grantees as needed, such as budget development, USAID rules and regulations, and program coordination.
  • Help develop documentations to support the supervisor and other technical team on the development for the various notice of funding opportunities (requests for applications, annual program statements)
  • Performs other duties as necessary or assigned by the supervisor or the Operations and Finance Director.

Qualifications

  • Bachelors degree in public administration, business administration, procurement, management or similar field is preferred
  • At least three years in managing subawards, subcontracts, grants or procurements
  • Experience working on USAID funded projects preferred
  • Experience working on donor-funded programs required
  • Knowledge of education programming preferred
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results
  • Demonstrated ability to communicate clearly and concisely both orally and in writing in English, and deliver presentations, training, and facilitate meetings effectively
  • Demonstrated experience with Microsoft Office Suite in particular: Word, Excel, and Power Point
  • Ability to speak and write fluently in English.

 

Level of Effort and Location

This long-term position will be based out of Monrovia, Montserrado County, Liberia.

Supervision and Reporting

The Sub-awardee and Grants Specialist will report to and be supervised by the LFSA Operations and Finance Director.
