DESCRIPTION OF REQUIREMENTS
THE REQUEST FOR EXPRESSION OF INTEREST
1. BRAC Liberia in the Republic of Liberia seeks an Expression of Interest (EOI) from duly registered companies/farmers/Corporative Groups and individuals to supply and deliver Seeds (Cabbage, Okra, Pepper, Cucumber, Bitter Ball, Corn, Compeas, Grand Nuts, and Cassava Cuttings) – DAP BRAC Regional and Branch Offices, Republic of Liberia
2. The purpose of this Expression of Interest (EOI) is to assess potential companies/farmers/cooperative groups and individuals that can provide BRAC Liberia with the ability, skill, and knowledge with respect to the supply and delivery of Seeds (Cabbage, Okra, Pepper, Cucumber, Bitter Ball, Corn, Compeas, Grand Nuts, and Cassava Cuttings) as specified above. BRAC Liberia will undertake a competitive bidding exercise shortly and intends to issue an Invitation to Tender (ITT) to companies/farmers/cooperative groups, and individuals who express their interest and provide initial relevant information demonstrating their ability to fulfil BRAC Liberia requirements.
3. The EOI should specify brief relevant information about the companies/farmers/Corporative Groups and individuals, including the companies’/farmers’/cooperative groups’ and individuals’ profile, capacity/capability, and experience.

Vendors will be shortlisted based on their ability to provide relevant documents demonstrating their authorisation to conduct business in the Republic of Liberia and neighboring countries. Interested vendors must also provide a copy of the company’s registration certificate and/or license(s) with their response.
4. The requested information will only be used by BRAC Liberia for internal planning purposes, will be kept strictly confidential, and only authorised personnel will have access to it. Please note that this EOI request is not an invitation to submit a bid.
5. BRAC Liberia reserves the right to select the invitees for the competitive bidding based on substantial and proven records of performance in the subject field of activities, and submission of an EOI would not automatically warrant receipt of the ITT documents. BRAC Liberia reserves the right to reject EOIs received after the deadline indicated below.
6. The Expression of interest should be submitted through email to bidsubmission.liberia@brac.net with a clearly written subject “EOI” – Expression of Interest for the Supply and Delivery of Seeds (Cabbage, Okra, Pepper, Cucumber, Bitter Ball, Corn, Compeas, Grand Nuts, and Cassava Cuttings) for BRAC Liberia not later than 05 December 2025, 16:00 hours Monrovia time (GMT+00).
7. As the objective of this EOI is to gather information on the availability of the potential suppliers, services, and ability to deliver the requested items in the specific location promptly, your willingness and ability to reply will be of mutual benefit
8. After this EOI and the submissions received, BRAC Liberia may request clarification through email or a site visit for further information to have a better understanding of the documents submitted by the companies/farmers/cooperative groups, and individuals.
– Please confirm whether your companies/farmers/cooperative groups and individuals are willing to respond to any clarification request, including the site visit if it is needed. BRAC Liberia may raise that.
– Also, please provide the correct contact information for any clarification requests

EOI INSTRUCTION
1. Registering as a Vendor with BRAC Liberia
Vendors interested in fulfilling the requirement described above must be registered at the BRAC Liberia using the Prequalification vendor registration form (Vendor Prequalification Form) to be eligible to participate in any solicitation. Information on the registration process can be found at the Registration Link.
2. Prerequisites for Eligibility
To be eligible for BRAC Liberia vendor registration, you must declare that:
a. Your company (as well as any parent, subsidiary or affiliate companies) is not listed in, or associated with, a company or individual listed in: In INGO Blacklist
b. Your company (as well as any parent, subsidiary or affiliate companies) is not currently removed or suspended by BRAC Liberia or any other BRAC organisation (including the World Bank and the United Nations);
c. Your company (as well as any parent, subsidiary or affiliate companies) is not under formal investigation, nor has it been sanctioned within the preceding three (3) years, by any national authority or BRAC Liberia. Engaging or having engaged in proscribed practices, including but not limited to: corruption, fraud, coercion, collusion, obstruction, or any other unethical practice.
d. Your company has not declared bankruptcy, is not involved in bankruptcy or receivership proceedings, and no judgment or legal action is pending against your company that could impair your company’s operations in the foreseeable future;
e. Your company does not employ, or anticipate employing, any person(s) who is, or has been, a BRAC International staff member within the last year, if said BRAC Liberia staff member has or had prior professional dealings with the Vendor in his/her capacity as a BRAC Liberia staff member within the last three years of service with the BRAC Liberia (in accordance with BTAC International post-employment restrictions of the HRRP).
f. Your company undertakes not to engage in proscribed practices (including but not limited to: corruption, fraud, coercion, collusion, obstruction, or any other unethical practice), with BRAC Liberia or any other party, and to conduct business in a manner that averts any financial, operational, reputational, or other undue risk to BRAC Liberia.
Vendors must complete the registration process before the REOI closing date. Vendors who have not completed the Vendor Prequalification registration process with BRAC Liberia will be encouraged to do so to be considered eligible to participate in BRAC Liberia solicitations after the REOI closing date. We strongly recommend that all companies register at the earliest before participating in any solicitation.
IMPORTANT NOTICE: Any false, incomplete, or defective vendor registration may result in the rejection of the application or cancellation of an already existing registration.
3. EOI Process
Vendors interested in participating in the planned solicitation process should forward their expression of interest (EOI) to bidsubmission.liberia@brac.net by the closing date outlined in this EOI. Due to the high volume of communications, BRAC Liberia will acknowledge all EOIs received.
Please note that no further details of the planned solicitation can be made available to the vendors before issuance of the solicitation documents. This EOI is issued subject to the conditions contained in the EOI introductory page available at the very beginning.
