Job Title: Supply Chain Specialist
Project: USAID Liberia Foundational Skills Activity (FSA)
Program Overview
The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.
Principal Duties and Responsibilities
- Collaborate closely with the teaching and learning materials (TLM) lead, senior technical advisor, implementation director, county program managers, and logistics officers to ensure effective procurement and distribution of TLMs.
- Support the implementation of supply chain best practices and continuous improvement, particularly in the areas of warehousing, distribution, and inventory management processes, working closely with Ministry of Education (MOE) staff in charge of textbook procurements.
- Support central MOE for accountable implementation of Liberian procurement laws with international standards.
- Reinforce Procurement Department and Center of Excellence for Curriculum Development and Textbooks on TLM forecasting, budgeting, and evaluation.
- Review bid and procurement management system, including content and methodology specifications and reinforce safeguards in bid evaluation to reduce incentives and opportunities for fraud.
- Develop training modules with Public Procurement and Concessions Commission for bid management and bid evaluation so that it is more comprehensive and inclusive and improves bid timetables.
- Strengthen MOE stakeholders’ capacity at county and district levels to take on roles prescribed in the Textbook Management Guidelines
- Reinforce county and district capacity to manage TLM logistics using tracking software (and improve monitoring/quality assurance
- Strengthen the last-mile distribution system, with temporary loaders/community members and producing process maps/job aides
- Support in the enhancement of security standards at county warehouses
- Other duties as assigned by supervisor.
Location of Assignment
The location of assignment is Monrovia, Liberia with travel throughout the program’s target six counties.
Supervision and Reporting
The Supply Chain Management Specialist will report and be supervised by the Teaching and Learning Materials Team Lead.
Qualifications
- Bachelor’s degree in supply chain management, book and education material provision, or other related discipline.
- Minimum five (5) years of relevant work experience which may include designing, implementing, and managing supply chain activities for public commodities in resource-constrained countries similar to the Liberian context.
- Experience in assessing and designing improvements to supply chain processes and procedures
- Demonstrated leadership, management, and technical skills
- Ability to work in complex, politically charged, unstable environments, as well as work across different cultures, and manage diverse teams to deliver impact within agreed timelines
- Knowledge of participatory track and trace book distribution systems desired
- Demonstrated leadership, versatility, and integrity
- Written and spoken fluency in English
