II. ORGANIZATIONAL CONTEXT AND SCOPE
IOM has a lead role within the UN System in the realm of migration, as Secretariat and Coordinator of the UN Network on Migration and, at the forefront of intergovernmental processes concerning migration. IOM is also fully involved in the reform process of the UN Development System and assists Member States in their efforts to achieve the 2030 Agenda, in particular as it relates to migration.

IOM Liberia Country Office is looking to expand its engagement with the UN in Liberia to work with towards the implementation of intergovernmental agreements covering migration, including the 2030 Agenda and Agenda 2063. IOM plays a key role in mainstreaming migration in the work of UN Country Teams and will continue to do so with the roll out of the UN’s new Sustainable Development Cooperation Frameworks. IOM, as Secretariat and Coordinator of the UN Network on Migration, will have an important role in supporting the implementation, follow-up and review process of intergovernmental agreements. Further, IOM assists Member States in their reporting in the domain of migration.

Under the overall supervision of the Chief of Mission for Liberia (CoM), and the direct supervision of the IOM Country Coordinator and in coordination with relevant units at the Office and the IOM Regional Office for West and Central Africa (ROWCA), the incumbent will be responsible to provide technical and programmatic support for project development and implementation and related activities carried out in Country Office (CO).

III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. In close coordination with the CoM, serve as IOM’s focal point for providing technical guidance and support on migration issues to the United Nations Country Team (UNCT), United Nations Agencies, and the Residence Coordinators Office (RCO) to ensure that migration issues are adequately reflected within UN processes and frameworks, including but not limited to Common Country Analysis (CCAs) and UN Sustainable Development Cooperation Frameworks (UNSDCFs)., and facilitates IOM active participation in all relevant working groups;

2. Monitor developments at the sectoral and cross-cutting level relevant to the 2030 Agenda and Sustainable Development Goals in the OM Country Office, in order to identify opportunities and entry points for the enhancement of safe, orderly, and regular migration as a driver for development;

3. In consultation with the COM, participate in meetings and conferences, maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors, civil society and other stakeholders relevant to the project;

4. Support the COM and Country Coordinator in enhancing the inter-agency coordination on migration matters, including through supporting the CoM and Residence Coordinator in the organization of the UN Network on Migration in Liberia as a coherent inter-agency mechanism to support the implementation of the Global Compact for Safe, Orderly and Regular Migration by the Government of Liberia.

5. Support the COM and Country Coordinator in enhancing the inter-agency coordination on migration matters, including through advocating and setting up an UN Network on Migration in the Liberia Country Office to establish a coherent inter-agency mechanism to support the implementation of the Global Compact for Safe, Orderly and Regular Migration by the Government of Liberia;

6. In cooperation with the Regional Office and the relevant entities at the headquarters level, contribute to the development and updating of a knowledge base, through identifying and reporting on needs and gaps in policy and institutional frameworks at national level.

7. Support a mechanism of the integration of migration issues into national policies and national normative development frameworks;

8. Establish/strengthen relationships with key stakeholders within sector ministries and other public authorities, bilateral and multilateral partners, and relevant implementation partners to promote migration as part of the sustainable development agenda.

9. Support the development and alignment of IOM’s country strategies to the UNSDCF and to the IOM Regional Strategy for West and Central Africa (WCA);

10. Consolidate and analyze development assistance policies, trends and priorities, and identify relevant project opportunities based on needs in country, the sub-region and donor priorities

11. Participate in the preparation of project proposals considering national and donor priorities, United Nations Strategic Partnership Frameworks (SPFs), and IOM’s country, regional and global strategic priorities and objectives.

12. Participate in the conceptualization, development, and implementation of projects, in compliance with IOM guidelines and donor requirements and priorities.

13. Assist in drafting reports and communications to maintain regular liaison with internal and external stakeholders.

14. Monitor IOM and non-IOM national and global media relating to migration and share relevant stories and activities with PDO and relevant colleagues.

15. Perform other related duties as assigned.

IV. REQUIRED QUALIFICATIONS AND EXPERIENCE

EDUCATION
Master’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with more than five years of relevant professional experience. or

Bachelor’s degree with seven years of relevant professional experience on the above field

EXPERIENCE
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.

Experience in the development and implementation of projects of international cooperation, including report writing and liaison with relevant stakeholders.

Good knowledge and experience of Inter-governmental and non-governmental organizations mandates and programmes.

Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.

SKILLS
Knowledge and good understanding of migration related subject areas. Excellent communication skills and organizational capacities.

In-depth knowledge of project management cycle.

Ability to held high-level discussions and presentation of migration policies
