JOB TITLE: Talent Development Manager

Reports to : Director of Human Resources
Mission
Assist in the design and implementation of a variety of HR programs, procedures, plans, and activities (recruiting, staff retention, career planning, succession planning, training, performance management, etc.).
Duties and Responsibilities
- Assist in the recruitment process by posting vacancies, evaluating candidates’ applications, contacting shortlisted applicants, administering an exam, and/or conducting a preliminary interview of candidates.
- Plan and conduct on- onboarding/orientation programs for new employees to promote corporate culture.
- Assist in conducting needs assessments and gap analysis to identify training and development needs of the Company and report findings to the HR Director.
- Assist the HR Director in planning, developing, and implementing strategy for staff training as well as talent development and management and advising managers and staff of available training opportunities;
- Assist the HR Director in designing training courses and programs necessary to meet training needs or manage this activity via an external provider.
- Assist in the processing and tracking of employees’ training requests and maintaining a training process flow tracker.
- Conduct exit interviews and submit reports to the HR Director to proactively prevent the loss of talent.
- Identify training and development needs within the organization through job analysis, appraisal schemes, and regular consultation with the Human Resources Director.
- Implement and coordinate employee performance management system by conducting regular Performance Management refreshers as well as other HR-related info sessions.
- Coordinate the Performance Management System ensuring that performance plans, mid-year reviews, and final appraisers are done and submits regular status update/reports to the HR Director.
- Partner with departments to ensure that the performance Management process is in place and deadlines are met.
- Provide input to the formulation of manpower objectives, personnel policies, and procedures in accordance with the Human Resource Policy Manual.
- Perform other incidental and related duties as required and assigned.
EDUCATION/EXPERIENCE
Education
Relevant Degree in Human Resource Management, Related Field of Studies, and/or its equivalent with several years experience in a similar position,
Experience/Qualifications
- Experience with training and capacity building assessment and implementation;
- Experience and knowledge in developing and managing human resources policies and procedures.
- Excellent knowledge of Liberian law and regulations;
- Good working knowledge of MS Office; ability to work independently and as a part of a team; strong interpersonal and communication skills on all levels;
- Problem solver, result and deadline-oriented, strong work ethic.
- People sensitivity (must be approachable)
