Job Title: Teaching & Learning Materials Team Lead
Project: USAID Liberia Foundational Skills Activity (FSA)
Program Overview
The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.
Principal Duties and Responsibilities
- Coordinate all LFSA efforts to achieve the LFSA Result 3 goal of sufficient and contextually appropriate reading, teaching, and learning materials for reading available and used by learners
- Serve as subject matter expert in the procurement and distribution of teaching and learning materials (TLM) for reading for the LFSA team
- In particular, lead and oversee the process of designing, preparing, and executing the procurement of evidence-based, contextually relevant, and inclusive TLMs and other reading materials through the last mile, in close coordination with other LFSA staff, short-term technical assistants (STTA), the Ministry of Education, and other key actors
- Work with Chemonics’ international TLM supply chain specialists and other local experts to help the Ministry of Education design and implement an improved TLM supply chain system to support foundational literacy in Grades 1-6 and accelerated learning programs
- Plan and coordinate LFSA efforts to strengthen system actor capacity to plan and manage TLM procurement and distribution
- Provide ongoing technical support to the government and civil society on matters pertaining to book, teaching, and learning materials procurement and supply chain management
- Plan and coordinate LFSA efforts to increase parent and community demand and engagement for sufficient and contextually appropriate foundational literacy materials to be available to and used by learners
- Lead and supervise the TLM team of specialists in Monrovia and officers in each county office, including overseeing of staff performance management
- Lead the annual, quarterly, and monthly planning of all activities in support of LFSA Result 3 in coordination with other LFSA technical areas, Ministry of Education counterparts, and other stakeholders
- Coordinate with the Monitoring, Evaluation, Research, and Learning (MERL) team on MERL related to LFSA Result 3, including collaborating, learning, and adapting activities
- Lead quarterly, annual, and other reporting as requested on LFSA Result 3 activities
- Collaborates closely with the operations and finance team, implementation director, county program managers, and logistics officers to ensure effective implementation of TLM activities, especially for procurement and the last-mile distribution of TLMs.
Location of Assignment
The location of assignment is Monrovia, Liberia with intermittent travel throughout the program’s target six counties.
Supervision and Reporting
The Teaching and Learning Materials Team Lead will report to and be supervised by the Senior Technical Advisor or his/her designee.
Qualifications
- Bachelor’s degree in education or other related discipline
- Minimum five (5) years of experience in education including teaching, primary education management or related experience
- Experience in advising on, designing, and/or procuring teaching and learning materials required
- Experience working with donor-funded programs preferredExperience providing technical leadership, program management, strategic planning, policy support, and problem-solving on complex projects.
- Demonstrated understanding of the social, economic, and cultural determinants that influence supply chain outcomes in Liberia, including a good knowledge of services, logistics, and existing supply chain systems within the country.
- Strong analytical, costing, and statistical aptitude
- Demonstrated leadership, management, and technical skills
- Ability to work in complex environments, as well as work across different cultures, and manage diverse teams to deliver impact within agreed timelines
- Knowledge of participatory track and trace book distribution systems desired
- Demonstrated leadership, versatility, and integrity.
- Proficiency with software such as Microsoft Office Suite.
- Strong interpersonal, written, and oral communication skills.
- Fluency in written and spoken English.
