Who we are?

GIZ was active in Liberia from 1974 until the outbreak of civil war in 1989. In 2010, GIZ reopened a regional office for Sierra Leone and Liberia in Monrovia and is supporting sustainable economic development through various projects.

For GIZ Project ‘’Strengthening ecological connectivity in the Tai-Grebo-Krahn Sapo forest Link’’ (PAPFor TGS-FL) we seek applications from suitable national candidates for

Position: Team Leader

Location: Monrovia with frequent travels in Zwedru

Contract Period: Subject to agreement of the commissioner, this post is available up to December 2022.

Responsibilities

Under the supervision of the PAPFor TGS-FL Project Coordinator and in close collaboration with the Finance Manager, the Team Leader of the PAPFor TGS-FL Liberia will be responsible for the project wide management and contracting in Zwedru and in Monrovia as per GIZ & EU regulations & rules.

Under the supervision of the Project Coordinator, the Team Leader of PAPFor TGS-FL Liberia provides the overall administration of the project’s implementation in Liberia.

Her/his role is defined as follows:

Program planning and operations

  • Develop quarterly and monthly workplans for project activities;
  • Supports the On-site technical officers, project partners and consultants and NGOs in the development of technical terms of reference, budgets and monitoring in accordance with the rules and regulations of the PAPFor TGS-FL project and the GIZ Liberia Country Office (CO);
  • Under the supervision of the Project Coordinator, ensures a fluid communication and coordination of the project with partners and ensures continuous coordination with the Forest Development Authority and other government counterparts at the National Level;
  • Facilitates the organization and operational planning of activities between GIZ, FDA and other project partners;
  • Ensures cross-border coordination with the GIZ PRO2GRN program in Côte d’Ivoire through remote technical meetings, travel and exchanges as needed.

Administration and finance

  • Serves as bank custodian of project operational funds, as may be requested by GIZ for the timely payment of invoices and delivery of project activities under CO and regulations;
  • Supports the PAPFor TGS-FL Project administration in the development of technical documents required;
  • Ensures the collection of means of verification, indicators and evidence of expenditure following GIZ operational procedures;
  • Prepare Terms of Reference/Request for proposals for consultants and subcontractors, and assist in the selection and recruitment process;
  • Coordinates the work of all the PAPFor TGS-FL personnel under his/her supervision, consultants and sub-contractors and ensuring an effective synergy among the various projects’ activities;
  • Organises short-term consultation missions and finalises the Grebo Krahn management plan and the operational budget according to the specific terms of reference of the activity.

Knowledge Management and the M&E

  • Provide technical support to the operationalization of the Knowledge Management and the M&E and overseeing the sharing of experiences and lessons learned in Liberia with all institutional stakeholders and community based integrated conservation activities at the TGS Landscape level and internationally as per the GIZ and EU knowledge platforms;
  • Provide support to the Project Coordinator in liaison work with project partners, donor organizations, NGOs, and other groups to ensure effective coordination of project activities;
  • Documenting lessons learned from project implementation and make recommendations to the Bilateral Steering Committee for more effective performance and coordination of project activities;
  • Provide support in the conduct of the project various evaluations and revisions as well as the Project identification and drafting phase;
  • Provide support in preparing and revising project action plans, work plans, and financial plans;
  • Provide support in the preparation of the Project Implementation Review, Annual Report, inception report, technical reports, quarterly financial reports for submission to GIZ, EU, Theobroma B.V, and Government Departments, as required;
  • Advise the PAPFor TGS-FL Coordination in Liberia on the communication component for articles, brief note, policy brief, documentaries and awareness campaign.

Protected area management

  • Provides assistance to the international planning consultant for the integration of comments to the Plan and the development of a final version for dissemination and validation;
  • Supports local NGOs and consultants in the planning of community consultation, awareness raising and sensitization activities in the development of local missions;
  • In collaboration with GIZ, supports the development of a cross-learning exercise for the application of the IMET (Integrated Management Effectiveness Tool);
  • Supports the PAPFor TGS-FL Project Coordinator in the edition and finalization and presentation to stakeholders of technical reports and annexes related to the development of the management plan as may be required.

Land Formalization

  • Supports the development of land formalization process of self-identified Glarro Community, in particular:
    • Ensures institutional support through continuous dialogue with the Liberia Lands Authority land management division and county authorities in collaboration with the on-site project coordination;
    • Provides support as required to the missions of national and international consultants for the development of a Land Use Plan for the Glarro community;
    • Assists PAPFor TGS-FL in the identification of technical support for the development of national expertise for the development of the land formalization project through the Land formalization platform.

Agroforestry

  • Provides support to the organization of initial missions, cocoa traceability, serves as technical expert in the preliminary awareness and collection of baseline indicator missions according to the PAPFor TGS-FL;
  • Ensures institutional support to the agroforestry program by government institutions;
  • Supports the agroforestry and traceability expert in the finalization of project workplans and finalization of materials.

Required qualifications, competences and experience

Qualifications

  • Ph.D. or a master’s degree in Environmental Science or any other related field.

Professional experience

  • A minimum of 20 Years in Biodiversity conservation, Climate Change, and Sustainable Land Management;
  • Experience in community-based conservation, institutional leadership and management;
  • Knowledge of the Land-use Planning Policy in Liberia;
  • Experience in monitoring the natural environment and regulation of activities;
  • Expertise in Agriculture and specifically in the agroforestry area.

 

Other knowledge, additional competences

  • Excellent knowledge MS Word, MS Excel, MS PowerPoint, ArcGIS;
  • Good knowledge and skills in Geographic Information System (GIS);
  • Project planning and management
