Background:

The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Liberia, GHSC-PSM performs work and provides technical assistance across all four task orders.

GHSC-PSM in Liberia supports country strategies and priorities that fall under the following project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

As an extension of these objectives, the GHSC-PSM project supports the Government of Liberia (GOL), Ministry of Health (MOH) via strategic collaborations with Family Health Department, Pharmacy Division, Supply Chain Management Unit, Central Medical Stores/National Drug Service, the National Malaria Control Program, National AIDS and STI Control Program, Liberia Medicines and Health Product Regulatory Authority, National Public Health Institute of Liberia and other sectors of health program. In addition, GHSC-PSM partners the Global Fund Project Coordination Units, other Non-Governmental Organizations and implementing organizations that supports health service delivery and public health supply chain activities in the country. These collaborations are geared towards improving access to health services through a robust public health supply chain system in the country.

Objective:

Under Task Order 1 (PEPFAR), the supply chain Technical Advisor (HIV) will work within the project and alongside the MOH to strengthen supply chain management activities through the usage of data to monitor and evaluate Liberia’s HIV related commodity supply chain, and improvement of data management practices to ensure accountability, transparency, and availability of commodities. The position(s)’ goal is to serve as a coordinator and advisor within GHSC-PSM for HIV related commodities across the supply chain spectrum and all PEPFAR initiatives.

Principal Services and Responsibilities(Essential Functions)

As the Technical Advisor (HIV), the employee is responsible for the following principle services and responsibilities:

  • Provide supply chain programmatic leadership and support in collaboration with the NACP, SCMU and implementing partners to promote selection, procurement, and availability of quality health commodities to support HIV service delivery for clients.
  • Facilitate the review of HIV related commodities logistics management information system (LMIS) data, to identify trends in consumption and inventory management in the public-sector supply chain.
  • Make use of the existing information technology tools in linking HIV service statistics (e.g. patient numbers, multi-months dispensing) and commodity usage data to guide data triangulation on HIV regimen transition and optimization.
  • Monitor global trends and GHSC-PSM HQ communications around HIV activities to ensure Liberia’s programs are designed by MOH and partners with insights and knowledge of latest news in HIV management.
  • Represents GHSC-PSM within MOH technical working group meetings, monthly supply chain coordinating committee meetings, and other events where HIV and other program commodity issues are discussed
  • Assist with development of GHSC-PSM annual work plans, quarterly and annual reports and other related success stories and communications as required on HIV commodities management.
  • Ensure regular mentoring visits to HIV high burden facilities are carried out with particular attention on HIV products storage and appropriate recording in the Logistics Management Information System
  • Support health facilities to include Civil Society Organizations (CSOs) condom and lubricant supplies in the quarterly report
  • Coordinate collaboration with the HMER program focal point and the CHTs by ensuring ARV products and ART centers are clearly captured on the e-LMIS
  • Work with the strategic information management team to collate and submit monthly HIV procurement planning and monitoring report to GHSC-PSM Headquarters.
  • Support withdrawal and treatment of Nevirapine-regimen from the PEPFAR-supported health facilities to support HIV regimen transition and optimization
  • Represent GHSC-PSM in critical technical and policy forums, in sharing innovative GHSC-PSM interventions to resolve supply challenges
  • Exhibit Chemonics values and build culture of “Living our Values” within the team. Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently.
  • Work with the strategic information management team to collate and submit monthly HIV Procurement Planning and Monitoring Report (PPMR-HIV) to GHSC-PSM Headquarters
  • Perform other duties as may be assigned.
  • Support the forecasting and supply planning team as they conduct the antiretroviral drugs (ARVs), HIV test kits, Essential Medicines and Lab commodities annual national quantification activity, including review of the methodology, coordinating data collection, cleaning, analysis and assumption building.

Required Skills and Qualifications

  • Bachelor’s degree in a Health-related field especially HIV programming with at least seven (7) years’ experience in logistics/supply chain management, electronic tools, conducting forecasting and quantification exercises, performance monitoring, logistics data management and/ or public health commodities management, particularly at the national level.
  • Master’s degree is an added advantage.
  • Must have demonstrate experience with Microsoft Office suites (MS Word, MS Excel, PowerPoint etc.) required.
  • Experience working with HIV related activities is preferred.
  • Proven leadership and inter-personal skills and ability work in a dynamic team preferred.
  • Good presentation skills and ability to work with analytical tools and multi-task in a dynamic environment preferred.
  • Experience working on USAID-funded health programs strongly preferred.
  • Strong written and oral communication skills in English.
  • Must be a Liberian citizen or able work in Liberia work in Liberia without sponsorship

Supervision:The Technical Advisor (HIV) will report to the senior Technical Advisor Health System Strengthening

Expected Period of Performance: Life of project *short-term engagement may be issued at first.

Location: Montserrado, Liberia—travel through the counties might be required.
