The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and the President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities
Purpose
The Technical Advisor – Strategic Information Management is responsible for overseeing the implementation of the Monitoring, Evaluation, and Learning (MEL) plan and managing the project’s Management Information Systems support activities. S/he works with technical staff to implement comprehensive data collection, analysis and reporting on key PSM program activities, indicators and monthly/quarterly data requests. The Technical Advisor – Strategic Information Management also oversees the projects’ Knowledge Management and Communication (KMC) activities.
Principal Duties and Responsibilities
- Collaborate with the Country Director to define the strategic direction for project-supported information and data management interventions.
- Provide oversight for the support of implementation of Management Information Systems and M&E efforts.
- Provide overall supply chain management information systems support for improvements in data visibility and analysis consistent with the project’s strategic vision.
- Provide technical support to the MOH for the implementation and optimization of supply chain information systems such as e-LMIS and mSupply.
- Lead the development of Statements of Work (SOWs) for MIS-related short-term technical assistance, including defining benchmarks, KPIs, deliverables, and providing management and oversight of MIS-related service providers and subcontractors, as needed.
- Compile and analyze relevant data on project indicators for contractual reports.
- Support MOH effort for supply chain system integration and coordinate stakeholder consultation to develop a roadmap for integration of the approved systems.
- Ensure that processes of data management adhere to national/recommended standards.
- Contribute to the development of annual work plans and review the relevance of the MEL plan against these work plans.
- Participate actively in program planning process and coordinate compilation of Annual workplan.
- Oversee Knowledge Management and Communication (KMC) activities including coordinating development of success stories and other KMC materials in consultation with KMC team at HQ.
- Oversee the compilation of quarterly and annual activity reports.
- Perform other duties as required and assigned.
Qualifications and Desired Attributes
- Bachelor’s degree in information technology, data management or a related field required; advanced degree preferred.
- Prior experience with USG-funded (e.g., USAID, US Department of State) projects or other donors preferred.
- Minimum eight years of experience with progressively increasing responsibility for designing, managing, and implementing data management systems programs in Liberia.
- Demonstrated ability to manage and implement complex donor-funded public health programs or projects in a developing country or low-resource contexts.
- Experience building effective relationships with cooperating partners and stakeholders, especially government counterparts at both decentralized and national levels.
- Experience successfully coaching, mentoring and supervising large teams and ensuring the quality and timeliness of their products.
- Excellent interpersonal skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment.
- Strong knowledge of Microsoft Office products, including Word, PowerPoint, Excel, and Outlook and all relevant database management tools.
- Demonstrated ability to communicate clearly and concisely both orally and in writing. Demonstrated leadership, versatility, and integrity.
Fluency in written and spoken English required
Level of Effort and Location
This long-term position will be based in Montserrado, Liberia with occasional travel to the counties as needed.
Supervision
The Technical Advisor – Strategic Information Management will report to the Country Director or his/her designee.
