We provide skills and livelihood activities to empower women, girls, and gender minorities to break barriers, challenge stereotypes, and shape a better tomorrow for themselves and future generations. CHI is dedicated to ensuring improvement in Maternal and Child Health. Our program focuses on enhancing the quality and effectiveness of health care services, our Maternal and Child Health (MCH) programs are geared toward improving the health and well-being of mothers and children through various interventions such as prenatal care, postnatal care, immunizations, and nutrition programs. These programs play a crucial role in ensuring the delivery of high-quality healthcare services to mothers and children, ultimately contributing to improved health outcomes in Liberia.

 

We are seeking a Technical Director for a 5-year $25 million health systems strengthening (HSS) project in Liberia. The purpose of the USAID-funded Local Health Solutions (LHS) activity is to enhance the functions of the Liberian health system to sustainably deliver improved quality of health services that are responsive to the needs of the population. The activity will seek to achieve the following five expected results: (1) Strengthened decentralized health governance; (2) Improved quality of health services; (3) Sustainable implementation of health financing mechanisms; (4) Increased transparency and accountability around health resources for improved service delivery; and (5) Local Liberian organizations successfully implement donor-funded health activities.

 

OVERALL RESPONSIBILITIES:

This position will be responsible for all LHS program activities and technical direction, ensuring that staffing is aligned with the LHS vision, goals, and plans to achieve the expected program results. The Technical Director will coordinate the provision of technical services, mentor the project’s technical team, harmonize efforts, and maximize synergy and integration between project program areas. The Technical Director will set a positive tone for their entire project team and inspire staff to apply results-based approaches for the timely delivery of services to the clients we serve, including but not limited to the timely production of high-quality documentation of project’s successes and lessons learned as well as quarterly reports and technical work products. S/he will supervise the LHS County Team Leads

SPECIFIC RESPONSIBILITIES:

  • Support the Government of Liberia’s (GOL) efforts to strengthen the health system subnational level and implementation of the National Health Sector Strategic Plan.
  • Provide technical leadership and oversight for the efficient implementation of project activities and the timely reporting of those activities.
  • Coordinate project collaboration with partners, counterparts and other stakeholders and engender trust and respect and build confidence in LSH’s ability to get the job done.
  • Work in close collaboration with the rest of the project leadership team to ensure coordinated and effective support for the project.
  • Promote a team approach that emphasizes high-level performance, creative approaches, the achievement of project goals, and a collegial approach among team members that is focused on assisting one another to succeed.
  • Ensure effective coordination is established and maintained with the relevant CHI staff members.
  • Participate in annual work plan development, implementation, and review, and ensure alignment with Liberia’s national frameworks and strategies.
  • Identify opportunities for integrated planning and implementation, creating synergies between various program areas and other projects in Liberia.
  • Guide and coach project staff in leveraging project, non-project (e.g. CHT and other NGO), and community resources to achieve results.
  • Contribute to a knowledge management system and ensure that learning from activities is documented and shared to influence new programming at all levels.

 

QUALIFICATIONS:

  • A master’s degree in social or medical science, public health, or other relevant area is required.
  • At least 10 years of experience in the implementation and/or management of health system strengthening activities.
  • At least 5 years of supervisory experience in teams and fostering team building and collaboration in order to achieve goals, meet milestones, and produce high-quality results.
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, and other organizations.
  • Track record of documenting experiences, analyzing data, and reporting.
  • Strong written and oral communication skills in English.
