FHI 360 is seeking applications for the position of Technical Officer- Capacity Building for the Meeting
Targets and Maintaining Epidemic Control (EpiC) project in Liberia. EpiC is a five-year global project funded
by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International
Development (USAID). The project will provide technical assistance (TA) and direct service delivery to
break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by
improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among
key and vulnerable populations in three counties of Liberia.
Job description
The Capacity Building TO will provide technical support and capacity building to CSO partners and health
facilities spanning three countries and ten health districts. He/She will work closely with CSO partners to
strengthen their capacity regarding; financial systems, index testing and accessibility, peer educators and
network, ability to reduce stigma and discrimination. They will provide ongoing mentorship to a spectrum
of facility staff and work to organize and coordinate trainings and develop and maintain relationships with
community partners. This position will be based in Monrovia and report to the Technical Advisor.
Position Responsibilities
• Support CSO partners with their capacity building strengthening including planning and
coordinating trainings with CSO partners as required.
• Assist to increase organizational development, such as leadership and managerial capacities to
better pursue organizational missions and financial management to strengthen the financial
systems and compliance with donor rules and regulations
• Ensure capacity development activities are appropriately integrated within EpiC technical
activities
• Work closely with the technical team to build capacity of CSOs to strengthen technical
implementation, offer index testing,improve accessibility of KP-friendly and appropriate
activities to ensure consistency in approach to working with CSO partners.
• Work with the technical team to build capacity of CSOs to manage peer educators and peer
navigators to ensure proper planning and implementation of community engagement related
activities (demand creation, group, and individual education sessions) in compliance with the
EpiC Implementation guide
• Develop and/or adapt FHI 360’s assessment tools to gauge partner and institutional capacity for
quality HIV prevention programming
• Assist the Finance and Grants Manager in pre-award activities and subcontract management to
better pursue organizational missions and financial management to strengthen the financial
systems and compliance with donor rules and regulations.
• Provide guidance and training to grantees on compliance with USAID policies and regulations and
PEPFAR guidance in coordination with the Finance and Grants Manager.
• Collaborate with CSO partners and support the follow up of WORTH activities and ensure
sustainability/continuity of this intervention.
Minimum Qualifications and Requirements
• Bachelor’s degree or its international equivalent. 5-8 years of management and technical
assistance experience.
• Prior experience in operational coordination and management of CSOs
• Experience in technical capacity building of Liberian non-governmental organizations (NGOs) and
community-based organizations (CBOs), especially those working with vulnerable populations.
• Articulate and professional and able to communicate in a clear, positive fashion with clients and
staff.
• Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical
issues in assigned areas.
• Prior work experience in a non-governmental organization (NGO), government agency, or private
company.
• Must be able to read, write, and speak fluent English.
The position will be based in FHI 360’s office in Monrovia.
