EpiC Liberia Technical Officer – Decentralized Drug Delivery

Position: Technical Officer- Decentralized Drug Delivery Location: Monrovia

Report to: EpiC Liberia Snr. Technical Advisor

FHI 360 is seeking applications for the position of Technical Officer- Decentralized Drug Delivery (DDD) for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Liberia. EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key and vulnerable populations (KVP) in four counties of Liberia. EpiC Liberia will be supporting the rollout of decentralized distribution of antiretroviral drugs in Liberia.

Job Description

S/he will have the following responsibilities:

  • Implement technical and programmatic activities to expand decentralized distribution of ARVs to selected CBOs and private pharmacies.
  • Engage with stakeholders (NACP, Liberia Pharmacy Board, USAID, EpiC, LibNep+, private pharmacies, public health facilities) in planning, implementation and monitoring of activities
  • Support trainings and capacity building on decentralized drug distribution for varied audiences. Review, develop or adapt pharmaceutical best protocol, job aids, standard operating procedures, etc. to ensure quality pharmaceutical HIV care for clients receiving refills at selected CBO and private pharmacies.
  • Support government and health facility supply chain technical leads to coordinate and process new ART client medication orders and reorders. This includes verifying/reverifying new or refill prescriptions into the pharmacy information systems and electronic medical records (EMR) using the DDD App;
  • Coordinate pharmacovigilance activities (adverse drug reaction reporting);
  • Supervise processes for pharmacy data collection, analysis and data management activities. Support data analysis to guide decision making at the central level as well as inform national strategies; Implement, coordinate or/or participate in private pharmacy and public health facility review meetings;
  • Represent the FHI 360 EpiC project as assigned;
  • Develop monthly and other required progress reports;
  • Perform other duties as assigned.

Minimum Qualifications and Requirements:

  • Bachelors of Pharmacy (B.Pharm) degree with 5 – 8 years relevant professional experience; MPH or MSc in Public Health or a related field will be an added advantage; Preference for candidates with experience working with supply chain stakeholders in Liberia particularly in the health sector and HIV/AIDS ART services (Care & Treatment, PMTCT, TB referrals, etc.); Experienced Nursing and medical Officers with a BSc and MBBS degrees plus about 5years experience in HIV care and treatment in Liberia are also eligible to apply.
  • Experience working in hospital and/or private pharmacies and familiarity with the private sector pharmaceutical market preferred.
  • HIV/AIDS Pharmaceutical management experience and ability to understand full range of issues around ART services, the supply chain and decentralized distribution;
  • Understands, performs and demonstrates ability in ARV adherence instructions; pharmacy logistics; accountability; documentation and reporting;
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USG, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector;
  • Strong leadership, communication and interpersonal skills, including proven ability to develop and communicate a common vision among diverse partners; and,
  • Excellent written and oral communication skills. Fluency in English is required.
