Position: Technical Officer- HIV Testing Location: Monrovia

Report to: EpiC Liberia Snr. Clinical Technical Advisor

FHI 360 is seeking applications for the position of Technical Officer- HIV Testing for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Liberia. EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project will provide technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key and vulnerable populations (KVP) in three counties of Liberia.

Job Description

The Technical Officer – HIV Testing will provide technical support to health facilities and CSO partners spanning four counties and ten health districts. He/She will work closely with CSO partners and health facilities to strengthen and improve HIV cases finding through targeted outreach activities with CSOs and multi-modal HIV testing activities in health facilities. They will provide ongoing support to a broad spectrum of facility staff, including index testing counselors, linkage retention coordinators to promote and expand community activities regarding HIV testing and improve patient awareness of testing. This position will be based in Monrovia but will be operating in all the four counties of Montserrado, Margibi, Grand Bassa and Nimba. He/she will report to the Senior Clinical Technical Advisor.

Position Responsibilities

  • Coordinate interventions that promote HIV testing activities within the expanded community activities and support Index testing counselors
  • Coordinate with CSOs and provide technical support to increase patient awareness of index testing through infographics, pre-test counseling messaging, and group educational sessions Provide technical and implementation assistance with the index testing strategy for index clients from all entry points, including antenatal clinics, TB units, and outpatient units
  • Support intensification of multi-modal HIV testing across EpiC-supported health facilities, including antenatal mothers and infants at the antenatal clinics, in-patient and out patients wards, blood bank, immunization clinics, etc.
  • Support intensification of differentiated HIV self-testing methods and services, including HIV self testing
  • Ensure referral linkages to treatment for all persons tested HIV positive in different outlet and promote strategies evaluate appropriate posttest counselling in furtherance of the same.
  • Stay updated on technical approaches in HIV counselling and linkages to care and treatment. Minimum Qualifications and Requirements
  • Qualified nurse, physician assistant or medical officer from a recognized medical training institution or public health practitioners 5-8 years of management and technical assistance experience with HIV testing services.
  • Knowledge of HTS guidelines, including HIV self-testing and index testing policies guidance. Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.
  • Must be able to read, write, and speak fluent English.
