Position: Technical Officer – HIV Treatment and Retention Location: Monrovia

Report to: EpiC Liberia Snr. Clinical Technical Advisor

FHI 360 is seeking applications for the position of Technical Officer – HIV Treatment and Retention for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Liberia. EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project will provide technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key and vulnerable populations (KVP) in three counties of Liberia.

Job Description

The Technical Officer – HIV Treatment and Retention will provide technical support to health facilities and CSO partners spanning four counties and ten health districts. He/She will work with partners and health facilities to develop strategies leading to improved treatment and retention outcomes. He/She will monitor day to day activities of viral load point persons in the facilities and provide support to optimize viral load testing. They will oversee operation coordination and management of the CSO partners and health facilities regarding treatment and retention activities. He/she will assist in coordinating activities and developing and maintaining relationships with community partners. This position will be based in Monrovia and report to the Senior Clinical Technical Advisor.

Position Responsibilities

  • Promote and ensure linkage from the community to facility for treatment, adherence and retention issues, day to day activities of viral load point persons in the facilities and operational coordination and management of the PLHIV CSO partners (PLHIV)
  • Provide technical assistance in the development of strategies for retention of people on treatment, following up missed appointments and PLHIV monitoring with viral load testing Support and facilitate assisted referrals for testing and links to treatment and support retention among PLHIV
  • Coordinate with PLHIV CSO partners to utilize networks throughout the country and engage the leaders of these networks as peer counselors to provide community-based adherence and retention services for all PLHIV on treatment
  • Work with viral load networks and expand use of treatment literacy with relevant job aids and educational materials
  • Work with CSOs and district officials to facilitate community engagement trainings to, peer educators and navigators and other relevant staff as required
  • Support integration of differentiated HIV service delivery that promote conducive environment for recipients of care on HIV care and treatment
  • Coordinate and support treatment initiation and adherence for the estimated for person who have defaulted
  • Work to develop and share a strategic communication package to increase PLHIV’s awareness and motivation for treatment adherence

Minimum Qualifications and Requirements

  • Qualified nurse, physician assistant or medical officer from a recognized medical training institution, 5-8 years of management and technical assistance experience with HIV treatment and retention services.
  • Knowledge of HIV treatment guidelines and previous experience working with PLHIV Prior experience in operational coordination and management of CSOs
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.
  • Must be able to read, write, and speak fluent English.
