Purpose

Provide overall technical leadership and guidance to, Program Assistants, Branch Managers, and Regional Managers to ensure quality and timely implementation of agriculture and AIM activities. Routinely supervise PAs, BMs, CALPs on agriculture interventions while strengthening staff capacity and service delivery. Support the development and facilitation of technical training modules and provide field-level support during cost-sharing, group visits, and home visits. Coordinate with MIS/IT teams to ensure accurate and timely BInsight reporting and support preparation of budgets, concept notes, reports, and program documents. Coordinate with government institutions, technical agencies, and service providers to strengthen program implementation and technical partnerships.

Key Responsibilities:

• Demonstrates strong commitment to planning and facilitating quality livelihood capacity building training, ensuring participants acquire practical knowledge, skills, and confidence to successfully implement and sustain their selected livelihood activities.
• Effectively supports the establishment, capacity building, monitoring, and supervision of VSLAs, strengthening participants’ financial literacy, savings culture, access to internal lending, and collective economic empowerment.
• Proactively identifies suitable TVET institutions and provides effective participant orientation and enrolment support, ensuring participants are appropriately guided and connected to relevant skills-development opportunities.
• Maintains regular home and VSLA group visits to monitor participant progress, provide technical guidance, address challenges, and facilitate timely and transparent cost-sharing collection in line with program requirements.
• Provides effective guidance to participants in developing household plans that promote asset diversification, multiplication, and sustainable livelihood growth, while ensuring timely and accurate quarterly review and reporting to the RM and Technical Livelihood Specialist on progress
• Demonstrates effective coordination with partners, government institutions, YDCs, and communities to facilitate smooth program implementation, strengthen collaboration, resolve implementation challenges, and promote sustainable results.
• Effectively supports the transparent and timely distribution of agriculture seeds, tools, livestock, and cash for income generation, enabling participants to establish and strengthen livelihoods, improve financial resilience, enhance dignity, and mitigate household-level economic shocks.
• Provides timely and practical technical support and guidance to participants in selecting appropriate livelihood options based on their interests, capacities, resources, and local market opportunities, thereby promoting informed decisions and sustainable livelihood outcomes
• Consistently promotes safeguarding awareness among participants and partners and supports the establishment of safe spaces, contributing to a respectful, inclusive, accountable, and safe environment for program implementation.

Qualifications, Experience & Competencies

Experience: At least 3 years relevant field experience in agriculture/livelihood programming, extension services, farmer group development, or youth-focused development programs.

Strong skills in training, community mobilization, monitoring, reporting, and stakeholder coordination are required.

• Education: Bachelor’s Degree in General Agriculture, Agronomy, Agricultural Economics, Agribusiness, or a related field.

Knowledge & Skills:

• Achievement of agriculture activities and targets as per the AOP/workplan.
• Quality and timeliness of agriculture training, input distribution, and technical support.
• Increased participant agricultural production, employment, and household income.
• Effective establishment and functionality of VSLA saving groups/ home and group visits and linkages to markets and service providers.
• Timely and accurate reporting and documentation.
• Effective monitoring, follow-up, of group and home visit, safeguarding, and accountability.
