  1. 1. Background and Context

The National Commission of Justice, Peace, and Caritas (NCJPC) is a not for profit, Non-Governmental Organization responsible for overseeing the design, delivery and evaluation of efforts of the Catholic Church in Liberia that promotes charity, social justice, and development. NCJPC is guided by a philosophy translated through its core values, which include upholding the sanctity and dignity of every human being and the sacredness of all creation, working for a just and peaceful society based on the Gospel of Jesus Christ. NCJPC reaches out to the fifteen counties of Liberia because it is national in character and divided into two arms, the human rights and humanitarian arms that are administered and coordinated by a National Office with three Regional Offices representing the three jurisdictional dioceses into which the Catholic Church in Liberia is divided.

 

NCJPC mainstreams gender and social inclusion in governance and its programs to reflect gender sensitivity and inclusion of people of all social categories including physically challenged persons. NCJPC takes particular interest to ensure that no one is left behind in accessing justice, thus its emphasis on taking gender as a cross cutting issue in its advocacy work.

 

Title of Assignment: Consultancy to develop Gender Policy

Brief Description of the Assignment: The consultant will develop the NCJPC Gender Policy in line with its mandate..

Place of assignment: The consultant will work closely with the National Office based in Gaye Town, Old Road, Monrovia

Duration of the Assignment: 20 working days (from March 11 – April 5, 2024)

Tentative date of commencement: March 11, 2024

Deadline for Application: March 4, 2024 not later than 17:00 GMT and must be clearly marked: “Expression of Interest for the NCJPC – Consultancy Service for Gender Policy Development

Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, experience in similar assignments, availability etc.), in addition to their CV.

  1. Project Objectives

In line with the National Gender Policy and its values, NCJPC would like to engage a consultant to draft a detailed Gender Policy for the commission. The NCJPC Gender Policy is expected to guide the organization in the promotion of gender equity and equality. This policy should provide provisions that will guide the Commission’s operations at the level of the Catholic Bishops’ Conference of Liberia (CABICOL), membership, staff and program implementation.

  1. Scope of Work

NCJPC wishes to hire a consultant for twenty (20) working days to come up with a Gender Policy for the organization. Specifically, the consultant will be required to do the following:

  • Hold meeting with the National Director and review the vision and mission of the Catholic Church based on NCJPC’s mandate;
  • Convene virtual consultative meetings/ with NCJPC Regional Coordinators to get their views on the gender policy as well as gaps that could be addressed;
  • Provide a contextual analysis on national and international gender issues including policies and protocols that should inform the gender policy;
  • The Policy should also make reference to regional and international protocols on gender
  • Draft the content of a holistic Gender Policy aligning to NCJPC mandate
  • Provide implementation guidelines to the policy.
  • Develop a clear monitoring and evaluation strategy for the policy
  1. Deliverables
  • An inception report outlining the methodology, key deliverables and timeframes;
  • An action plan that outlines clear time lines for the action proposed;
  • A satisfactory draft Gender Policy to be reviewed by NCJPC National and Regional Offices;
  • Final NCJPC Gender Policy;
  • PowerPoint presentation of the key content or sections of the Gender Policy in summaries. Meeting will be organized by NCJPC

 

  1. Budget and Terms of Payment

The total budget for the engagement is $US 800.00, including fees, stationery, and questionnaire preparation for the exercise. 10% withholding tax shall be deducted from the consultancy fee.

 

The following will be the terms of payment:

  • 60% to be paid at the start of the consultancy
  • 40% upon completion and submission of the draft report

 

  1. Institutional Arrangements

The consultant will report directly to the Program Manager of the NCJPC. NCJPC will provide all relevant background documents necessary for the assignment. NCJPC shall be responsible for the coordination of meetings and other activities under the consultancy. The Consultant will comply with all reporting deadlines. NCJPC will coordinate payments.

  1. Required Competencies
  • Advanced university degree (Master’s degree or equivalent) in a field relevant to the assignment, for example in gender studies, development studies, international relations or other relevant public administration or social science subject.
  • Proven experience in working around advocacy and gender sector for at least 10 years;
  • Proven experience in Policy formulation especially related to gender;
  • Proven knowledge and experience in national, regional and international frameworks on gender;
  • Strong analytical, facilitation, writing and communication skills;
  • Ability to devote full time towards meeting the assignment deadlines.
