Consultancy for the Development of a Business Plan for the Transformation of the LNRCS CAR Center into a Health Center in Brewerville, Montserrado County

1.0 Background

The Liberia National Red Cross Society (LNRCS) is committed to strengthening humanitarian services and building community resilience through sustainable and innovative approaches. In line with this vision, the LNRCS intends to transform its Child Advocacy and Rehabilitation (CAR) Center in Brewerville, Montserrado County, into a fully functional Health Center as part of its broader resource mobilization and financial sustainability strategy.

The CAR Center was originally established in 2003, in the aftermath of the Liberian Civil War, as a rehabilitation and integration hub for war-affected youths. It provides vocational and technical skills training to foster livelihoods and promote social reintegration. However, since the program’s closure in 2013, the center has remained dormant and in a state of disrepair, with no active programming under the LNRCS.

Given the growing demand for accessible and quality healthcare services in Brewerville and surrounding communities, the LNRCS envisions repositioning the CAR Center into a health facility. This transformation will not only respond to pressing community health needs but also contribute to the financial sustainability of the National Society through strategic health service delivery and resource mobilization.

To achieve this, the LNRCS seeks to engage a qualified consultant/consulting firm to develop a comprehensive business plan that will serve as a roadmap for the establishment, operation, and sustainability of the Health Center.

2.0 Purpose of the Consultancy

The purpose of this consultancy is to develop a feasible, evidence-based, and market-driven Business Plan that outlines the strategic, financial, and operational framework for transforming the CAR Center into a Health Center. The plan should ensure long-term viability, alignment with community health priorities, compliance with national health policies, and a robust financial sustainability model.

3.0 Specific Objectives

The consultancy will:

  1. Assess the current state of the CAR Center facility and provide recommendations for required renovations, upgrades, and re-purposing for health service delivery.
  2. Conduct a market and feasibility analysis to determine the healthcare needs of Brewerville and surrounding communities, including potential patient catchment, service demand, and competitive landscape.
  3. Define the scope of services to be provided (e.g., outpatient care, maternal and child health, diagnostics, pharmacy, preventive and community health services).
  4. Develop an operational and staffing model, including organizational structure, human resources needs, governance, and management systems.
  5. Prepare a financial model detailing revenue generation streams (service fees, insurance reimbursements, partnerships, donor support), cost structure, and sustainability projections.
  6. Identify potential partnerships and resource mobilization opportunities, including public–private partnerships, Ministry of Health (MoH) linkages, and collaborations with international and local stakeholders.
  7. Provide a risk analysis and mitigation strategy, addressing financial, operational, and contextual risks.
  8. Deliver a comprehensive business plan with a clear implementation roadmap, timelines, and performance indicators.

4.0 Scope of Work

The consultant/firm will undertake the following tasks:

  • Desk Review & Inception Phase
    • Review LNRCS strategic documents, financial sustainability strategies, and relevant MoH health sector policies/regulations.
    • Conduct preliminary consultations with LNRCS leadership, Montserrado County Health Team, and key stakeholders.
    • Develop and submit an Inception Report outlining methodology, work plan, and data collection tools.
  • Situational and Market Analysis
    • Assess the physical condition of the CAR Center and infrastructure needs.
    • Conduct a market assessment to establish healthcare gaps, service demand, and affordability in Brewerville and nearby communities.
    • Map existing healthcare facilities and analyze potential competition and collaboration opportunities.
  • Business Model Development
    • Define service packages aligned with community needs and national health policy.
    • Propose governance and operational structures.
    • Identify staffing requirements and capacity-building needs.
    • Propose technology, equipment, and supply needs for service delivery.
  • Financial and Sustainability Framework
    • Develop projected financial statements (income, expenditure, cash flow, break-even analysis).
    • Recommend revenue-generation strategies, cost-recovery mechanisms, and investment opportunities.
    • Identify donor funding, grants, or partnership opportunities to support initial establishment and sustainability.
  • Final Business Plan & Implementation Roadmap
    • Prepare a detailed business plan document.
    • Include phased implementation strategy with budget estimates, timeline, and monitoring framework.
    • Present draft and final versions to LNRCS leadership for validation.

5.0 Deliverables

The consultant/firm will deliver:

  1. Inception Report – including methodology, data collection plan, and work plan (within 1 week of contract signing).
  2. Situational and Market Assessment Report – covering facility assessment, health needs analysis, and competitive mapping.
  3. Draft Business Plan – including service model, operational framework, and financial projections.
  4. Final Business Plan – incorporating LNRCS feedback, with a detailed implementation roadmap, risk analysis, and sustainability strategy.

6.0 Duration and Timeline

The consultancy is expected to last 6-8 weeks from contract signing, tentatively scheduled for October 27 – December 27, 2025, with key milestones as follows:

  • Week 1: Inception and desk review.
  • Week 2–3: Situational analysis and stakeholder consultations.
  • Week 4–5: Draft business model and financial framework.
  • Week 6-7: Presentation of draft business plan to LNRCS.
  • Week 8: Finalization and submission of business plan.

7.0 Required Qualifications

The consultant/firm must demonstrate the following qualifications:

  • Advanced degree in Public Health, Health Economics, Business Administration, Finance, or related field.
  • At least 5 years of experience in health systems strengthening, health business planning, strategic planning, healthcare administration, business and innovation, or healthcare consultancy.
  • Proven track record of developing business plans for health facilities or social enterprises.
  • Strong understanding of Liberia’s health sector policies, regulations, and financing mechanisms.
  • Experience working with the Red Cross/Red Crescent Movement or similar humanitarian/development organizations is an asset.
  • Excellent analytical, writing, and communication skills.

8.0 Management and Supervision

The consultant/firm will report to the Secretary-General of LNRCS or designated representative and work closely with the LNRCS Head of Programs, Health team, Resource Mobilization, National Society Development Officer, and Finance Department. Regular updates and validation meetings will be held throughout the consultancy period.

9.0 Budget and Payment Terms

The consultancy budget will be negotiated with the selected consultant/firm. Payment will be made in tranches linked to deliverables:

  • 20% upon submission and approval of the Inception Report.
  • 30% upon submission of Situational and Market Assessment Report.
  • 30% upon submission of Draft Business Plan.
  • 20% upon submission and approval of the Final Business Plan.
