Job purpose

The Transport Officer – Fleet Monitoring is primarily responsible for overseeing the day-to-day operations of the in-country fleet in line with Mary’s Meals Fleet Manual and driving laws. The Fleet Monitoring Officer is the primary contact for vehicle-related requests within the organization. The Fleet Monitoring Officer performs daily vehicle operations including scheduling of vehicles, reporting of faults reported by drivers to the fleet maintenance officer, management of equipment, and orienting employees on the use of vehicle tracking devices. The FMO is the primary user of the Vehicle Tracking System (VTS) and secondary user of the Fleet Management System (FMS).

Key activities

General

  • Enforce the use of the MMI Fleet Manual, SOPs, and local driving laws.
  • Orient employee on VTS and use of VTS devices.
  • May recommend driving skills training for some employees based on their driving track record on the VTS.
  • Directly supervise MML drivers.

Fleet Management

  • Custodian of vehicle keys (ID tags, and fuel cards) will be the responsibility of LM Update and manage vehicle assignments/allocations in line with operational procedures. Ensure that vehicles have all the applicable health and safety equipment on board and report missing equipment for appropriate action.
  • Ensure that all vehicles are always clean.
  • Inform and handover to the Fleet Maintenance Officer all faulty vehicles for repairs and maintenance. Organize transport for all visitors in conjunction with concerned departments.

Fleet Management System (FMS)

  • Timely update the Fleet IT System in line with the MML Fleet Manual.
  • Monitor fuel exceptions and report those that need to be resolved by putting up comments for the reasons of exception.
  • Report and investigate all abnormal fleet data to be checked and cleaned.
  • Use FMS data to recommend strategic decisions (e.g., vehicle purchase or disposal)

Vehicle Tracking System (VTS)

  • Oversee the correct installation of VTS hardware and setup.
  • Ensure that VTS always operates at the optimum through routine checks and timely repair and maintenance in conjunction with the provider/technician/mechanic.
  • Prepare detailed tracking and usage reports of the MML fleet.
  • Report vehicle users that are unidentified in the system to identify user, check if tag is faulty or user chose not to use tag.
  • Set-up/manage vehicle alerts (e.g., overspeed) and report information to the Direct supervisor and Logistics Manager for further action.
  • Investigate all vehicle alerts in-line with MM policies.
  • Ensuring all devices are active and always topped up with airtime.
  • Use VTS data to recommend strategic decisions (e.g., best driving practices)

  • Any other duty as assigned from time to time.

Qualifications, skills and experienceEssentialDesirable
A degree in a related field, or a relevant subject or equivalent level of professional experience
Previous experience of fleet management and driving duties.
Advanced and well-developed inter-personal skills, with solid track record in persuading and influencing others
Fluent written and spoken English and ability to communicate well across all levels
Able to work well with people of different cultures and nationalities
Excellent Microsoft Office skills, particularly Word and Excel
Ability take a flexible approach to managing and prioritising a high workload and multiple tasks in a fast-paced environment with tight deadlines.
Excellent attention to detail
Understanding of the place of school feeding in relief and development.
Familiarity with using fleet management systems
Background or basic understanding of vehicle mechanics, 4x4s, and motorbikes
Clean driving license
