The Program
Mercy Corps Liberia began operations in 2002 in response to the humanitarian crisis brought about by
the two Liberian civil wars that ended in 2003. Mercy Corps’ interventions have evolved based on the
context and needs of the Liberian people. With funding from the European Commission, French
Development Agency, Irish Aid, the Embassy of Sweden, and the US Department of Agriculture, Mercy
Corps Liberia focuses on Food Security, Peace, and Good Governance and Economic Opportunity.
Mercy Corps Liberia works closely with the Government of Liberia (especially the Ministries of Youth and
Sports, Health, Labor, and Education), the private sector, civil society, and international and local NGOs
to implement its programs from three offices/sub-offices (Monrovia, Buchanan, and Rivercess). Mercy
Corps is one of the foremost development actors in Liberia, implementing strategic and systems-driven
programming in youth employment and entrepreneurship, market systems development, and good
governance.
The anticipated Urban Fabric Initiative (UFI) sites under the Monrovia Integrated Development Project

(MIDP). The UFI-MIDP are small-scale public space upgrading and community infrastructure projects co-
designed and co-produced by residents and urban stakeholders in the framework of urban projects

funded by the French Development Agency (AFD). To date, AFD has funded UFIs in Burkina Faso,
Tunisia, Senegal, Ivory Coast, and Kenya, all of which are part of the UFI Network. The anticipated UFI
to be implemented in the Greater Monrovia is the first initiative of this kind in Liberia designed in the
framework of the Monrovia Integrated Development Project (MIDP). It will be implemented in close
collaboration with local and national authorities (Ministry of Public Works, Monrovia City Council,
Paynesville City Council). This role is contingent on funding.

The Position
Mercy Corps seeks a qualified Infrastructure Lead –an engineer to provide technical leadership and
facilitate co-diagnosis, co-design, and co-construction processes of community corners within the project
areas (Woodcamp, Shoe Factory and Lakpazee in Monrovia). The Infrastructure Lead will oversee the

designing, planning, and constructing public spaces for community animation under the Urban Fabric
Initiative.
Essential Responsibilities
STRATEGY AND VISION
● Recognize opportunities for innovative action and create an environment where alternative
viewpoints are welcomed.
● Set direction by prioritizing and organizing actions & resources to achieve objectives and
contribute to country-wide strategy development.
● Develop and organize activities to secure program resources and convince stakeholders to
provide support.
● Assist the Team Leader in shaping the strategic direction of UFI-MIDP, ensuring quality of
program implementation.

● Actively participate in program leadership meetings, contributing to problem-solving and decision-
making on policy and strategic direction.

● Work collaboratively with senior colleagues across all counties to achieve program outcomes.
PROGRAM MANAGEMENT
● Lead implementation of all infrastructure technical components of the Urban Fabric Initiative.
● Monitor and supervise all external construction firms providing contractor services to the UFI.
● Provide support to team through constructive feedback and coaching to ensure implementation
is on track. Organize workflow and ensure that duties or delegated tasks are clearly
communicated and carried out.
● Ensure that all Mercy Corps minimum program and infrastructure standards are met and that
strong structures are in place for smooth completion of the projects
● Work closely with the technical team to develop timely and realistic plans.
● Conduct frequent site visits to provide construction management supervision, including oversight
of work onsite, materials testing, report development, verification of quantities,
● Submit interim payment certificates from contractors prior to payment request submission.
● Initiate and facilitate tender processes with the procurement team, including developing technical
documentation, initiating procurement requests, and providing additional inputs as needed.
● Work closely with finance and program teams to ensure MC procedures and standardization
compliance.
● Assist in selecting projects, preparing design, cost estimation, preparing work plans, implementing
the infrastructure projects, and conducting market assessments/price monitoring.
● Develop and implement progress monitoring tools related to construction activities, review
progress, identify delays, and analyze the adequacy of resources
● Provide feedback to the Monitoring and Evaluation system in order to assess the effectiveness of
the projects and impact and propose recommendations for improvements.
● Develop a quality control plan and procedures to ensure compliance with the contractual terms
and conditions, as well as prepare progress reports and updates required
● Facilitate Quality Assessment/Quality Control process, ensuring all technical reviews are
conducted according to best practices.

● Develop/review guidelines on essential tests to be carried out prior to infrastructure or
rehabilitation activities.
● Ensure compliance with health and safety procedures, monitor, track, and escalate incidents as
appropriate, ensuring external contractors adhere to a robust system of flash reporting.
● Work with the Team Leader, Mercy Corps Infrastructure PaQ Unit, to communicate with local
authorities, program external contractors, donors, and the Steering Committee to avoid
overlapping and obtain all necessary no-objection certifications.
● Prepare/review/approve site visits and quality check reports and contribute to overall program
reporting to the donor and the government.
● Working closely with Mercy Corps Compliance/Ethics/Safeguarding Teams to conduct spot
checks to ensure infrastructure projects are as per technical documents and donor guidelines are
followed.
BUDGET MANAGEMENT
● Responsible for managing programmatic infrastructure budget lines, including updating a monthly
spending plan and leading programmatic elements of monthly budget vs. actual meetings.
● Responsible for ensuring the program costs follow both Mercy Corps’ field procurement and
financial policies.

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our
program participants, community partners, other stakeholders, and to international standards guiding
international relief and development work. We are committed to actively engaging communities as equal
partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
● BSc, or master’s degree, in civil engineering (or related field) with significant knowledge and
experience in the design and construction of urban facilities.
● At least six years of experience in the design and construction of buildings, complex structures,
and outdoor facilities and work in urban environments
● Experience in Managing infrastructure contracts with successful records is a plus
● Strong organizational and communication skills
● Ability to interact effectively with international and national personnel and to be a neutral party
with people of different perspectives and backgrounds
● Excellent oral and written communication skills
● Experience in managing contracts with engineering design consultants and construction firms
● Experience in reviewing tenders and developing recommendations for award

● Strong construction management experience, including the ability to review contractor work plans,
budgets, and work progress
● Demonstrated ability to multi-task and process information into action so as not to delay program
activities
● Strong ability and demonstrated experience in mentoring and building high-performing
engineering teams
● Prior experience working for/with INGOs is a plus.
Success Factors
• Proven ability to manage large-scale infrastructure design and construction projects
• Proven ability to manage engineering teams and consultants to ensure the production of quality
and effective engineering plans, BoQ, and technical specifications ready for tendering
• Proven track record for supervising international contractors, working with consultants, resident
engineers, and FIDIC contract management is a plus.
• Proven ability to manage all phases and aspects of construction and contract management
• Proven ability to solve problems independently without direct supervision.
• The successful candidate will be able to work comfortably and effectively in the project
communities (Wood Camp, Lakpazee, and Shoe Factory community).
• S/he must be willing to spend more time within the project communities
Living Conditions / Environmental Conditions
The position is based in Monrovia, Liberia, requiring up to 70% travel to the project communities.
