The Program
Mercy Corps Liberia began operations in 2002 in response to the humanitarian crisis brought about by
the two Liberian civil wars that ended in 2003. Mercy Corps’ interventions have evolved based on the
context and needs of the Liberian people. With funding from the European Commission, French
Development Agency, Irish Aid, the Embassy of Sweden, and the US Department of Agriculture, Mercy
Corps Liberia focuses on Food Security, Peace, and Good Governance and Economic Opportunity.
Mercy Corps Liberia works closely with the Government of Liberia (especially the Ministries of Youth and
Sports, Health, Labor, and Education), the private sector, civil society, and international and local NGOs
to implement its programs from three offices/sub-offices (Monrovia, Buchanan, and Rivercess). Mercy
Corps is one of the foremost development actors in Liberia, implementing strategic and systems-driven
programming in youth employment and entrepreneurship, market systems development, and good
governance.
The anticipated Urban Fabric Initiative (UFI) sites under the Monrovia Integrated Development Project

(MIDP). The UFI-MIDP are small-scale public space upgrading and community infrastructure projects co-
designed and co-produced by residents and urban stakeholders in the framework of urban projects

funded by the French Development Agency (AFD). To date, AFD has funded UFIs in Burkina Faso,
Tunisia, Senegal, Ivory Coast, and Kenya, all of which are part of the UFI Network. The anticipated UFI
to be implemented in the Greater Monrovia is the first initiative of this kind in Liberia designed in the
framework of the Monrovia Integrated Development Project (MIDP). It will be implemented in close
collaboration with local and national authorities (Ministry of Public Works, Monrovia City Council,
Paynesville City Council). This role is contingent on funding.
The Position
The Program Assistant will be based in the Mercy Corps Head Office and will be responsible for
conducting community engagement activities and facilitating all program administrative processes,
ensuring program documentation is properly filed and program data is captured into relevant databases.
The Program Assistant will coordinate program implementation activities with other departments and

provide backstopping support to Community Mobilizers, Community Management Boards, and
CBOs/CBEs.
Essential Responsibilities
STRATEGY AND VISION
● Recognize opportunities for innovative action and create an environment where alternative
viewpoints are welcomed.
● Set direction by prioritizing and organizing actions & resources to achieve objectives and
contribute to country-wide strategy development.
● Develop and organize activities to secure program resources and convince stakeholders to
provide support.
● Assist the Team Leader in shaping the strategic direction of UFI-MIDP, ensuring quality of
program implementation.
PROGRAM MANAGEMENT
● Draft Term of Reference, budget, agenda for training, workshop, assessments and field
engagements
● Develop, plan, and lead community engagement activities within the project communities
● Mobilize and sensitize communities, community management boards (CMBs), community-based
organizations (CBOs), and community-based enterprises (CBEs) on the deployment of project
activities in the project communities
● Facilitate field assessments and data collection exercises
● Update program activity plan and ensure appropriate filing of project files
● Facilitate all solicitation and procurement processes within the program scope
● Train and provide backstopping support to community mobilizers and community management
boards
Capacity Development
 Support the capacity development of community mobilizers and CMBs
 Assist team members with information, tools, and resources to improve performance & reach
objectives.
 Promote accountability, communicate expectations, and provide constructive feedback informally
and formally.
 Create and sustain a work environment of mutual respect where team members strive to achieve
excellence.
Finance & Compliance Management
 Ensure compliance with donor and Mercy Corps regulations related to emergency programming.
Influence & Representation
 Identify, build, manage, and collaborate with Community Management Boards, CBOs, CBEs,
program Steering Committees, and other stakeholders.
 Communicate effectively to ensure overall program targets and donor obligations are met.

Security
 Ensure compliance with security procedures and policies as determined by country leadership.

Reports Directly To: UFI Team Leader
Works Directly With: MEL, Program, Finance, and Operations
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our
program participants, community partners, and other stakeholders, and to international standards guiding
international relief and development work. We are committed to actively engaging communities as equal
partners in designing, monitoring, and evaluating our field projects.
Minimum Qualification & Transferable Skills
● Minimum of a university degree in Management, Business Administration, Social Work,
Economics, Social Science, or a related field
● Minimum of two years of work experience working in a similar capacity with an NGO
● Demonstrated ability to interact with project partners and stakeholders
● Experience in conducting assessment and data collection approaches is a plus
● Strong computer skills in Microsoft Office programs
● Demonstrated leadership and experience being proactive and taking initiative in a work setting
● Excellent spoken and written English. Experience working with young people and/or businesses
● Prior experience working for/with INGOs is a plus.
