AIDS, malaria and other diseases.
PSI/Liberia implements social marketing and behaviour change communications programs
across Liberia, working with a growing donor portfolio, including the Global Fund, USAID, and
UN agencies. PSI has a long-term commitment to the people of Liberia and to maximizing its
impact through advocacy, networking, and collaboration with other organizations. PSI/Liberia’s
activities are consistent with and complementary to those of the government of Liberia.
SUMMARY OF POSITION
The Warehouse/Fleet Manager will be responsible overseeing PSI’s warehousing and inventory
management operations and will by ensure full compliance with PSI’s Global Warehousing
Minimum Requirements and local policies and procedures. S/he will also manage PSI’s fleet
(cars/trucks and motorcycles) and ensure effective and efficient logistics planning to support
program teams and support operations. The successful candidate will conduct all business with
the highest degree of integrity, transparency and professional ethics in accordance with
organizational policy. The manager will also be responsible for overall maintenance of the PSI
office and security of the office.
The Warehouse/Fleet Manager will report directly to the Country Representative.

DUTIES & RESPONSIBILITIES:
WAREHOUSE MANAGEMENT
Ensure warehouse standards are maintained as per PSI warehousing standards; develop
or modify warehouse procedures and policies as needed maintain highest standards
Prepare for inbound shipments upon receipt of purchase order or donated goods
paperwork from procurement by calculating warehouse space availability and arranging
labor for unloading if required
Examine received shipment contents and compare with records such as PO, invoice, or
requisition to verify accuracy of items and quantities received
Record inspection data, such as items and quantities received, damages or discrepancies
for reporting, accounting, and recordkeeping purposes
Record items and quantities received into inventory ledger manually or using computer.
Ensure that the same is entered into Quick Books Enterprise (QBE).
Report problems such as damages, shortages, or nonconformance to specifications to
platform procurement
Maintain inventory record accuracy by ensuring that QBE, the inventory ledger, and bin
cards are updated in real time every time a stock movement takes place
Ensure warehouse facility is neat, clean, organized and well maintained
Ensure warehouse premises is secure and adequately guarded and that safety and
security guidelines are upheld
Ensure adherence to warehouse document management and retention policies
Work with finance to verify inventory records by conducting a physical stock count of all
inventory stored in warehouse. Compare physical counts to inventory ledger and bin
cards, and investigate discrepancies
Perform inventory adjustments in QBE, inventory ledger and update bin cards to correct
authorized discrepancies
Follow commodity-specific storage and disposal guidelines.
Prepare for dispatch of customer orders and/or transfers upon receipt of authorized
stock request/release documentation
Record items and quantities dispatched into inventory ledger manually or using
computer
FLEET MANAGEMENT
Develop & maintain fleet management procedures and policies including SOPs & forms
(e.g. transport request forms); also responsible for maintenance of generators.
Coordinate vehicle planning for PSI’s programs and ensure timely and efficient
implementation; develop performance benchmarks for fleet management to measure
effectiveness.

Develop and supervise vehicle maintenance schemes and directs repair, service and
maintenance of all PSI vehicles, to ensure the safety of drivers and passengers and
protect and prolong the life of the assets.
Produce monthly fleet & generator report for management use, with analysis and
recommendations for improvement, and review periodic procedures to ensure
completeness, accuracy and efficiency
Recommends and supervises replacement and disposal of PSI vehicles
Investigates vehicle accidents, negotiates for any possible settlements and authorizes
any repairs or maintenance of PSI vehicles as per comprehensive insurance
arrangements and Liberian Laws.
Ensure drivers are properly managed and understand driving rules as per the Liberian
Laws.
Ensure that the all the fuel cards have enough cash on them at all times so that the
vehicle or office is not stranded due to shortage of cash on fuel cards.
SECURITY AND ADMINISTRATION
Be responsible for overall operational ability of the PSI office.
Be the security focal point and ensure overall security of the PSI office.
Ensure regular running of electricity, water, cleanliness and security of the compound
MANAGEMENT AND SUPERVISION
Line manages the Warehouse Assistant to ensure proper warehouse keeping is as per PSI
warehousing procedures and standards
Line manages all drivers
Develop and implement a capacity building plan for direct reports based on needs
assessment
Provide technical support and assistance to SRs to build their capacity on warehouse and
inventory management, and fleet management
SKILLS AND EXPERIENCE:
Strong analytical troubleshooting and problem-resolution/solving skills.
Good time-management skills and able to prioritize projects and process multiple tasks
as required.
Capable of developing clear and up-to-date procedures documentation.
Strong oral, written, computer and analytical skills.
Drive, initiative, leadership, and supervisory skills.
Integrity, maturity, and professionalism.
Desire to contribute to improve public health in Liberia.
Willingness to travel within Liberia.

QUALIFICATIONS:
Degree in Business Administration or Management or relevant field.
Minimum of 3 to 5 years of experience with warehouse and inventory management,
with specific experience in a project management role.
Minimum of 2 years of experience with fleet management, ideally for fleet of 5-10+
vehicles.
Experience supervising staff (e.g. warehouse staff, drivers) is essential.
Skills to efficiently coordinate workings with internal and external workers of PSI.
The successful candidate will exhibit creative, innovative, and strategic thinking ability; an
ability to work efficiently and quickly under pressure and effectively manage their personal
workload as well as being mindful of supporting the functioning of the department; and an
interest in private sector approaches to development.
