Role Requirement: Based in District #2, Grand Bassa County. Internal travel to project locations (possibility of travelling outside of District #2 to other Counties).

Job Purpose: Under the supervision of the Programme Director the MEAL Manager will manage the MEAL team and support programme teams to uphold quality programming and learning through collection and analysis of quantitative and qualitative data. The MEAL manager will line manage MEAL officers and assistants, providing technical leadership and adherence to Concern policies. They will also be responsible for improving the quality and accountability of programmes by ensuring high quality data collection and reporting and collaborating with the Accountability officer to monitor Concern’s accountability to programme participants. To support in community mobilization for routine and intensive hygiene and sanitation awareness, along with activities to ensure sustainability among both the general population and WASH Committee members in target communities in Grand Bassa County. To ensure effective participation and ownership of the programme by communities and stakeholders through liaison, coordination and communication among Concern Programme staff, communities /beneficiaries and external stakeholders.Specific Roles and Responsibilities: Community Engagement and Technical support

  • Support mobilization and organization of communities to study, analyze and address problems, challenges and opportunities through research, participatory data collection and analysis under the guidance of the Program Manager in close collaboration with the field team of Agriculture and Health Field Assistants.
  • Be embedded within the communities to ensure capture/targeting of key/vulnerable target groups as per the WASH programme including ODF priorities; paying particular attention to gender representation, representation of minority groups including disabled and elderly persons.
  • Work with the programme communities to identify resources and skills required, facilitate necessary training and sensitization sessions in hygiene and sanitation, as per Concern’s standard modules, and capacity building activities with the support of the rest of the field teams where necessary.
  • Support the identification of communities where ODF activities can be conducted, and work in conjunction with the local authorities to implement the different steps of CLTS.
  • Support the identification of communities where water points need to be rehabilitated and/or constructed including solarized water points; support the Technical Supervisor in conducting feasibility studies
  • Support communities in the process of selecting WASH committee members and Child Health Clubs, establishing committees through training and mentoring.
  • Monitoring, capacity building and supporting the functioning of the WASH Committees, Child Health Clubs and Community artisans where necessary
  • Coordinate and collaborate with the local government authorities, partners and communities in the target counties such that scheduled intensive hygiene promotion campaigns are completed within planned schedule and resources. This will require constant identification, documentation, and reporting of gaps, and best practices.
  • Ensure all work done with communities is carried out in a manner that is respectful and sensitive to local culture, community needs and gender equality.
  • Support any other WASH-related activity conducted directly by Concern, or in collaboration with the County Health Team.Participatory Monitoring and Learning:
  • Ensure that programme participants, and their local structures, actively participate in and undertake monitoring activities to address real local needs.
  • Ensure that best practices and success stories are documented and shared
  • Undertake routine monitoring of programme inputs, activities and outputs to facilitate identification of implementation gaps and keep programme fit for purpose.

Reporting and Accountability

  • Prepare weekly and monthly activity plans, identifying and timely requesting the resources required for effective implementation of programme activities.
  • Prepare field activity reports and submit them to the program manager in a timely manner.
  • Ensure that programme participants and stakeholders have clear information about the programme activities as appropriate and relevant to them.
  • Keep and maintain an up-to-date register of programme participants.
  • Always adhere to Concern’s policies, guidelines, and standards.
  • Be aware of, understand and comply with all of Concern’s Code of Conduct and Associated policies (P4, finance, logistics, HR, security management etc).
  • Collect and timely report verbal complaints and feedback from individuals and communities, for ensuring adequate response
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so.
  • Undertake related duties as may reasonably be assigned by the CD, PD or line manager.

Role Holder Requirements:

  • Operate, monitor, inspect, maintain, and carry out minor repairs on solar-powered water supply systems, as well as newly constructed and rehabilitated manual and mechanically drilled water points, including solar panels, pumps, pipes, valves, storage tanks, hand pumps, aprons, drainage systems, and related infrastructure, to ensure a safe, reliable, and uninterrupted water supply.• Diagnose, troubleshoot, and repair basic mechanical and electrical faults; respond promptly to system breakdowns; manage tools and spare parts; and report major maintenance and rehabilitation needs to minimize downtime and extend the lifespan of water facilities.
  • Monitor water quality, maintain cleanliness of water points, promote Water, Sanitation and Hygiene (WASH) standards, and ensure the safety and security of facilities by reporting vandalism, theft, damage, or any operational risks.
  • Maintain accurate records of inspections, maintenance activities, repairs, rehabilitation works, system performance, and inventory, and prepare timely reports for project manager and relevant stakeholders.
  • Engage and educate community members on the proper use, operation, conservation, and protection of water facilities, while collaborating with community water management committees, local authorities, contractors, and other stakeholders to support the sustainable operation and maintenance of water points.

Experience & Qualification:

  • Minimum of a Diploma from a recognized institution in a relevant field, such as Environmental Science, Community Development, Water Resources Management, Civil Engineering, or a related discipline.
  • At least two (2) years of practical experience implementing community-based donor-funded programmes with an NGO or government institution in rural Liberia.
  • Working knowledge of basic computer applications, including Microsoft Word and Excel.
  • Good understanding of the geographical and demographic context of the project areas and experience working with local government authorities and community structures.
  • Ability and willingness to travel independently between designated towns and target communities by motorbike, or willingness to learn to ride safely.
  • Strong communication, teamwork, problem-solving, record-keeping, and basic technical skills in solar photovoltaic systems,
