Water Supply Service Procurements and Capacity Building Specialist (Short-term)
Effective with the release of this position announcement, Winrock International is recruiting applicants for Water Supply Service Procurement and Capacity Building Specialist for the Improved Access to Safe Drinking Water in Liberia Activity. Responsibilities, duties and qualifications are described in the below position description.

Remuneration:

POSITION TITLE: Water Supply Service Procurement and Capacity Building Specialist
LOCATION: Monrovia, Liberia; and Support to LWSC Water Supply Systems in Robertsport (Grand Cape Mount County), Sanniquellie (Nimba County) and Voinjama (Lofa County).

PROGRAM SUMMARY:
The USAID/Liberia Activity will strengthen water sector governance, create scalable models for equitable water service delivery, and mobilize collaborative action to improve access to clean water services. The purpose of the project is to move Liberians in Montserrado and Margibi counties to a basic level of water services. Winrock seek a qualified STTA for a recruitment and onboarding of a new private operator; and Capacity Building to strengthen financial and management capacity of these systems and to foster collaborate relationships with county institutions and community stakeholders.
ESSENTIAL RESPONSIBILITIES:
Under direction of the Institutional Development Manager, the STTA will be responsible for working with Local Government Institutions (LGI) in Grand Cape Mount, Nimba, and Lofa counties and support the procurement of Operations Management Contractor who will be responsible for maintaining the three water treatment plants (WTPs) in the three cities and managing the water utility service. On behalf of Winrock the candidate will liaise with national government offices like Ministry if Internal Affairs, Liberia Water and Sewer Corporation, Liberia Ministry of Work, National Public Procurement and Concession Commission (PPCC) and other stakeholders. She/he will coordinate with FEI and organize and/or undertake capacity building activities for LGIs and the contractors. The STTA will specifically perform the following task:
Procurement of New Private Operators
• Support the LGIs and facilitate the negotiation of the contract award.
• Work with LGIs and collaborate with FEI Consulting LLC in drafting agreement templates following Government of Liberia requirements.
• Support the LGIs and facilitate the handover of the treatment plant and other facilities to the selected service provider.
Capacity Building Training
• Support FEI Consulting, LLC, Institutional Development Manager and DCOP Technical to review the management structure, business plan, and finances of the WSPs. Support the development and implementation of Capacity Building Plan in coordination with MIA, LWSC, LSCs, and other staff and stakeholders as needed, including institutional training activities for LGIs, LWSC and WSP.
• In line with the contract, provide technical support to the WSP in operations, customer service, financial management, and MIS. Support the LGI and WSP to continue to use the MIS system as appropriate and report performance-based metrics on service delivery, customer satisfaction, and WSP.
• Obtain required information and complete monthly risk matrix on the utility service performances. • Provide direct capacity building to LGIs, LWSC and WSP and utility staff through day-to-day interactions, mentoring and coaching as required.
• Manage and implement all field-level meetings, workshops, and training.
• Participate in regular meetings with institutional stakeholders, particularly MIA, LWSC and LSCs, to update them on progress regarding institutional and capacity building efforts as appropriate.
• Serve as facilitator for meetings and events in the three target cities as required and support logistical arrangements.
• Other tasks as needed related to support of this procurement process.
QUALIFICATIONS AND REQURIEMENTS:
Education: Minimum BA or equivalent university degree in procurements and supplies management, resource management, or related field.
Experience: The ideal candidate will have the following experience:
• At least 5 years of experience in procurements for the Government of Liberia
• Experience working and liaising with different government offices.
• A minimum of 4 years of experience working with WASH-related activities in Liberia. • Knowledge in governance, and community development are required.
• Experience conducting capacity building Training activities with local partners strongly preferred. • Experience in the sales or procurement of utility services preferred.
• Experience working for USAID project preferred.
