Main Purpose

Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accord-ance with MSF standards, protocols and procedures, in order to ensure its efficiency and operating availabil-ity.

Accountabilities

• Ensuring storage, stock management and supply processes, as well as hygiene and security proce-dures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in coop-eration with the logistics department.
• Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (short-falls, over-stocking, expiry dates), in order to permanently ensure security stock levels and ensure effi-cient management of stock.
• Supervising orders of medical and drug material in order to ensure an efficient and appropriate consump-tion pattern under budget constraints.
• Supervising the supply of drugs to patients, according to medical prescriptions, informing them on con-sumption patterns and keeping conditions in order to ensure their therapeutic progression
• Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks, and using cold chain when needed. Monitoring and analysing orders of depending pharmacies in order to avoid ruptures of stock or having expired drugs.
• Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, train-ing, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities.
• Recording all items received and issued in computer (Isystock) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecast-ing future needs, in order to rationalise the budget and to ensure availability.
• Assisting in training of nursing staff regarding dispensing of drugs and their side effects

MSF Section Specific Accountabilities
• Monitor and analyse monthly orders from the supported Mental Health PHCCs to avoid rup-tures of stock or having expired drugs, and to ensure optimal supply of the items.
• In close collaboration with the MHAM and the PMR, monitor the consumption of psycho-tropic drugs in the supported health facilities. Focus specifically on the stock volume and the expiry dates & recommend stock rotations to health facilities with a high patient volume to minimise waste from expired medications.
• Ensure effective management of mental health supplies in the supported health facilities by maintaining storage conditions that meet MSF standards and accurately recording stock movement between the MSF main pharmacy store, the MoH pharmacies, and the dispensing rooms. Through regular visits and close collaboration with the mental health teams in the supported health facilities, ensure the safe and effective use of psychotropic medications by reinforcing proper drug dispensing practices and follow-up of adverse events.
• In collaboration with the PMR, MedCo, deputy Medco and Supply Manager ensure that the IMO timelines are adhered to.
• Ensure that the prescription of mental health drugs follows the MSF protocol by conducting quarterly prescription audits and providing feedback to the team.
• In close collaboration with mental Health team analyse theoretical and real consumption of regulated drugs on the prescription analysis.
• Organise and carry out an inventory on monthly basis, to minimise stock discrepancies of the regulated drugs.
• Regularly update the Isystock and send the Isystock backup to the PMR, Deputy Medical Co-ordinator, and Medical Coordinator.

Requirements

Education Essential, degree of pharmacy with a valid Liberia pharmacist license.
Experience At least 1 year certified work experience as a pharmacy supervisor
Languages English language and local language essential
Knowledge Essential computer literacy (word, excel and internet)
