Job purpose

The Mary’s Meals Construction Supervisor is responsible for monitoring and supervising the organisation’s construction works in line with prevailing standards. To assist in the implementation of all construction activities, ensuring that Mary’s Meals minimum standards are met and that national policy/advocacy actions are upheld and raised.

Key Responsibilities

General Task

  • Lead the monitoring and supervision of all construction/rehabilitation activities ensuring MML minimum standards are met in the project delivery
  • Required to make sound judgements regularly within agreed processes using technical knowledge, a good understanding of the team and the activities of the team
  • Promptly respond to all critical site/project issues (Conflict, QA/QC, Nonconformity issues)
  • Assess construction/rehabilitation needs as requested, especially in program schools within Mary’s Meals Liberia operational area
  • Involve target schools and communities into planned construction activities
  • Track indicators in order to take remedial measures
  • Ensure safe and proper storage of materials and equipment, arranging security for materials and equipment
  • Enforcing adherence to safety and health regulations on site
  • Inspecting materials delivered to site and approving them for use

Planning and Designing

  • Assists in the planning, designing and implementation of construction and rehabilitation activities
  • Assists in design and developing engineering sketches and estimate bill of quantities
  • Assist in the planning and preparation of weekly and monthly reports
  • Follow up on quality control, carryout regular onsite supervision with community artisans to ensure QA and QC.
  • Ensure adherence to and implementation of site safety and health regulations
  • Prepare weekly work plan
  • Assist in the preparation of monthly reports
  • Assist in developing work plans, implementation plan, and report on the project progress.
  • Required to interpret engineering sketches to community artisans
  • Ability to read and understand blueprints, schematics, and construction documents
  • Propose design change to drawings and structures under construction/rehabilitation in a timely manner

Project Support and Advice

  • Provide guidance to develop detailed plan of how the construction activities would be managed
  • Ensure that MML Safeguarding approaches, and code of conduct are upheld
  • Establish and maintain good coordination with counterpart government representatives and other key stakeholder
  • Provide clear orientation on MML project activities to local county and district authorities (MOE/MPW), solicit feedback and learning opportunities.
  • Ensure that all work carried out is sensitive to community needs, promotes participation and empowerment of community members and that a system is placed to get feedback on process and impact of the project
  • Coordinates and align activity plans with the Programme department on all project implementation activities

People Management

  • Provide support to material and equipment distribution to community artisans
  • Manage and supervise quality of technical implementation and supervise community artisans engaged in construction and rehabilitation activities.

  • Conducts community meetings and provide a detailed plan of how the construction project would be managed
  • Coordinated artisan needs for both construction and commissioning to keep construction projects on schedule.
  • Advised artisans and foremen on construction requirements; planned, priorities at the site level
  • Working closely with communities for smooth completion of projects
  • Assist in the selection/mobilise skilled and workers for the project implementation
  • Provide basic training for community’s artisans in construction technique

Technical responsibilities

  • Provide technical advice to the project management and engineering support, Provide technical assistance, quality control, and direction to Key stakeholder and community artisans in relation to the project.
  • Plan, control, and aid activities related to planning, programming and execution of predictive, preventive and corrective measures relating to construction matters.
  • Assist on quantity survey, and computing bill of quantities for the project.
  • Provide required technical explanations regarding the project to Community artisans.
  • Build and maintain relationships with key stakeholders, the construction committee and community artisans.
  • Conduct technical verification and test to satisfy all construction material before it is use
  • Provide technical advice in the formation of maintenance committees
  • Attend coordination/technical working group meetings at district level

Monitoring, Reporting and Documentation

  • To set benchmarks to monitor construction activities.
  • To undertake daily site checks in order to monitor and direct all construction activities and construction progress, including worker productivity.
  • To prepare weekly progress reports.
  • To report promptly any substandard workmanship to enable appropriate action to be taken.
  • To report the causes of construction delays, workplace injuries, work issues, environmental issues.
  • To prepare reports for corrective actions if work becomes behind schedule and to present a recovery plan.
  • To prepare and present monthly summary reports, showing implementation progress against the project implementation plan
  • To prepare and file reports on each construction site
  • To provide adequate reporting through weekly and performance progress updates
  • Logs and reports activity progress; collects technical data and contributes to routine reports on the project
  • Filling of daily site reports and annexes
  • Filling all photos and documents in the format by site, and project. Conduct and support rapid assessments to the targeted schools and communities
  • Prepare supervision report
  • Record and report quantities of materials used on site by ensuring correct filling of site diaries
  • Taking of clear photos with relevant details of construction/ rehabilitation activities before, during and after implementation and other useful activities
  • Work with communities to produce a daily construction reports for all construction and rehabilitation works

Compliance

  • To ensure the construction projects complies with all building codes and requirements and any other legal or regulatory requirements, including intermediate and final certifications.
  • Ensure strict compliance to work plan, BOQs, specifications and general terms and condition of the project
  • To make safety inspections of the sites when work is underway, and ensuring that building regulations and regulations relating to health, safety and the environment (HSE) are adhered to
  • To be conversant with national Quality, Environment, Safety, Drug and Alcohol Policies, HSQE Management System and Emergency Plan. Ensuring that work is executed safely in accordance with any relevant Safe Work Method Statements and standards and report any variations from relevant policies and codes of conduct and safety or environmental hazards/incidents through the agreed reporting system.
  • To maintain a cooperative and fair relationship with Mary’s Meals and other stakeholders; with all legislative, approval bodies and authorities, e.g. MoPW, MOE, EPA and provide relevant advice to Mary’s Meals

Communication

  • Diverse and complex problem-solving, requiring professional understanding of communities cultural and traditional makeup
  • Keep MML informed of any changes in the project schedule through daily phone calls to Quality Assurance Manager about ongoing work, artisans grievances that may arise.
  • To arrange site meetings and ensure that all stakeholders are aware of the projects’ progress.
  • Communicates with internal colleagues, MOE, Communities and target Program school as needed to support construction work
  • Regularly update project stakeholders and program staff on the progress of work
  • Conduct regular site meetings, to measure work progress, challenges and way forward.

Qualifications, skills and experienceEssential Desirable
High school Graduateü
Excellent communication and negotiating skillsü
Bachelor of Arts or relevant Degree in Building Science or Construction from recognized institutionü
Ability to set and meet targetsü
Most importantly, proven practical experience in appropriate community mobilisation in the rural contextü
At least 3 years’ experience in Construction Sector supervising construction project in the NGO sector in a busy environmentü
Good computers and ICT skills, fully capable with Microsoft Office (MS Word, Excel and office 365), and experience conducting internet sourcing and price comparisons.ü
Strong organization skillsü
Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels. The post holder should also be at ease in working with local people.ü
Must be scrupulously honest and always foster an atmosphere of trust and integrityü
Ability to interpret figures and spot trendsü
Flexible approach and the ability to make decisions quicklyü
Demonstrated ability to communicate clearly and concisely in written and spoken Englishü
