Short Term Consultancy.

Supervision of Solar installation in storage houses Grand Bassa & Rivercess Counties.

Introduction:

Concern Worldwide (Concern) will implement a 9-month intervention of increasing electricity generation in poor and rural communities to introduce an enabling environment for renewable based electrical power generation and boost economic empowerment for women engaged in food production and our adult literacy programs. The use of renewable energy to support storage and cold chain for highly perishable food commodities is cost effective, eco-friendly and sustainable is the focus on this grant.

Overall, the intervention will contribute to ECKOENERGY realisation of reducing carbon emissions and addressing the sustainable development goals, particularly sustainable development goals 1 (no poverty), 2 (zero hunger), 3 (good health and wellbeing), 5 (Gender equality), 7 (affordable and clean energy) and 13 (clean energy). The installation of solar to established storage sites will support our commitment to reducing carbon emissions from fossil powered alternatives, helping mitigate our impact on the climate

Purpose of the consultancy.

The purpose of this TOR is for the hired Consultant to supervise the installation process of solar lightening systems in 5 built storage structures in Districts’ 1, 3 in Grand Bassa and Rivercess. The Consultant’s core role will focus on the following: To provide direct supervision and oversight of the installation of solar equipment in 5 storage houses and support in the training of entrepreneurs/ management committee on Solar use and management undertaken by service providers.

Consultant’s Scope of work:

  1. a) Technical Support and Facilitation

Supervise, monitor and evaluate the installation equipment and ensure quality standards are met as per specification agreed upon during request for quotation. Work with Concern’s Systems team to process payments of service providers following satisfactory completion of agreed work.

Liaise with the Programme Coordinator (manager of the project) to produce job completion certificates for jobs completed by Service providers

Ensure quality control especially during training of participants on the use and maintenance of solar equipment and storage management by local partners.

Periodic monitoring visits at each site to collect success stories and assess if the project is on track or working well. Also, ensure to document all necessary project information, ranging from GPS, photos, etc.

In consultation with the line manager, prepare training document (where necessary), which included budget, training materials and mobilising participants.

Ensure the establishment of an operations and maintenance fundraising system as part of the package of training and support provided for people charging phones, computers, power banks and other appliances (self-sustainable business model).

Liaise with Service provider to include Ministry of Agriculture (MOA), National Implementing Partners (LACD) during training sessions. Building capacity of

government focal persons from Ministry of Agriculture, National Standards Lab (NSL) and National Implementing Partners on the solar powered storage structure to ensure continuity of project.

Ensure that Communities, entrepreneurs and management communities get requisite information in terms of training, donor visit and time of installation.

  1. b) Coordination.

Intermittently liaise with local authorities, County Ministry of Agriculture and Ministry of Public Works (MPWs) team in order to identify and comply with existing regulations and update them on work progress.

Collaborate with Concern’s National Implementing Partners (NIPs) and WHH team and regularly update them on work progress.

  1. c) Planning and Reporting.

Prepare weekly activity plans and regular progress reports.

Ensure all work done with communities is carried-out in a manner that is respectful and sensitive to local culture, community needs and gender equality.

Document good practices and success stories

  1. d) Representation

Upon request from line manager, participate in technical working group meetings with partners. Also ensure that field activities are coordinated with local authorities and other relevant actors operating in the same sector.

Proposed timeline & Budget.

The work will commence from the 22nd November, 2023 and activities will staggered during the next 3 months as indicated in the plan below. A total of 90 days (5 days a week) is targeted for the proposed assignment.

Reporting channels

The Consultant is directly line managed by the Livelihood Programme Coordinator, but will closely work with other staff such as Programme manager of LIFE (Livelihood Innovation, Food Security and Entrepreneurship) and LWC (Liberia WASH Consortium) programmes, Market Linkage officer of LIFE, Food Systems Lead, Systems Coordinator, MEAL Coordinator and Logistics supervisor in Buchanan.

Documents to be shared with successful candidates:

ECKOENERGY Proposal

Expected Qualifications & Experience:

  1. Essential

Relevant University degree and/or technical qualification in a recognised college/ institution.

At least 3 years relevant experience as well as familiar with project management cycle; Experience in overseeing solar installation work and development of Bills of Quantities; At least 2 years hands on experience in quality control exercise.

  1. Desirable:

Experience working as a Foreman in a construction sites related buildings where solar work is being done;

Demonstrate understanding of Liberian legislature that govern construction and solar installation activities and other government regulations.

Must have their own computers to compile reports.

iii. Special Skills, Aptitude or Personality Requirements:

Strong interpersonal, motivational, communication and coordination skills; Ability to work under pressure and to strict deadlines;

Ability to utilise IT software packages including MS Word, Excel and PowerPoint and computer aided designs;

Effective oral and written English language skills as demonstrated in ability to write reports; weekly and monthly updates.

Ability to utilise IT software packages including MS Word, Excel and PowerPoint and computer aided designs.

Excellent coaching, facilitation and capacity-building skills.

Ability to ride motorcycle (an advantage.
