ABOUT US International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crises across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1990 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods, and advocacy geared toward the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and operating under a single management structure until December 2021. In 2022, the two missions approach on a transitional process and will continue up to 2023. Until this time, the both missions will share human resources with priorities focus. The coordination office for Sierra Leone Mission is located in Freetown, overseeing the operations in Moyamba Field Office and Liberia Country Office is located in Monrovia overseeing the operations in Nimba Field Office.
Action Against Hunger is recruiting suitably qualified Liberian nationals as County Nutrition Officers that will build the capacities of government partners from the Ministry of Health in all services associated to Direct Nutrition Interventions (DNI) at targeted health facilities, communities and schools. The incumbents will ensure all activities prescribed within the project are implemented to the highest quality and standards for achieving expected outcomes as per the project design. The project will be reviewed after the final implementation during the year and based on successful review, a renewal may be offer by the donor.
KEY ROLES AND RESPONSIBILITIES:
– Provide on-the-job coaching and mentoring for County Nutrition Supervisors and MoH staff on SAM management, MIYCF counselling and MNCH services at health facilities and within communities in targeted counties as outlined in the project activities.
– Build the capacities of the County Nutrition Supervisors for the provision of supervision and monitoring of programs, coaching and mentoring as well as timely reporting
– Support the County Nutrition Supervisors to conduct needs- based training for IPF, OTP and MNCH staff in facilities, and support the formation of school health clubs
– Provide feedback to Deputy Project Manager on monitoring visits and ensure written record of visits with action points
– Participate in planning and conducting meetings at communities, health facilities and for the Multi Sectorial Platform (MSP) activities in county of work
– In collaboration with the District Health Officers and County Nutrition Supervisors contribute to the planning and conducting meeting for CHSS OIC, and CHA/CHVs
– Provide on-site job coaching for Community Health Assistant/Community Health Volunteers involved in community activities and distribution of MNP at the communities
– Provide support for the establishment of the Baby Friendly Hospital Initiative (BFHI) in hospitals and ensure BFHI activities remain functional through routine supervision and capacity building of responsible staff
– Support the CNS and CHAs to plan and establish care groups as part of the MIYCF activity in the community
– Identify possible problems and provide recommendations for solution in a timely manner
– Participate in nutrition assessment or surveys as required
– Collaborate actively with all partners in the project and provide regular updates to the DPM
– Attend project coordination meetings at the county level and represent Action Against Hunger as required, providing written updates for all meetings attended to the Deputy Project Manager.
QUALIFICATIONS & Experience
 Physician Assistant /Professional Nurse/ Register or Certified Midwife with at least 2 years’ experience in implementing Nutrition, Maternal Neonatal Child Health (MNCH) services in health facilities and in communities;
 Experience in capacity building of professional adults (GOL health workers, community members)
REQUIRED SKILLS
 Excellent knowledge of nutrition services (IMAM– SFP/OTP/IPF protocols and management of cases, MIYCF counselling, Micro Nutrients Powder utilization, targets for IFA and deworming, mother and father support groups, Baby friendly Hospital Initiatives, etc.)
 Knowledge on MNCH services delivery is essential
 Maintaining a professional approach/attitude towards work, potential hires should be a team player with strong analytical, interpersonal, and relationship building skills with external contacts.
 Ability to communicate effectively; written and oral fluency in English required.
 Ability to effectively manage multiple tasks thriving for quality results;
 Quickly and accurately, meet deadlines and process information in support of changing program activities is necessary
WORK CONDITIONS STARTING DATE: ASAP DURATION OF CONTRACT: 11 months (Renewable based on performance and funding) LOCATION: Bong, Lofa, and Grand Cape Mount, with frequent travels to other ACF intervention areas
RENUMERATION: MONTHLY BASIC SALARY: $806-838 EDUCATION ALLOWANCE: $90 TRANSPORTATION ALLOWANCE: $40 MEDICAL INSURANCE: The staff, spouse and three dependents
