ABOUT US Action Against Hunger is an international network (Paris, New York, London, Toronto, Madrid and New Delhi) committed to ending world hunger.

Action Against Hunger (AAH) has been working in Liberia since 1991 with the purpose to respond to the needs of the most vulnerable people, at first during the emergencies and then in a more development setting, until the 2014 Ebola outbreak and the emergency it generated in the country. AAH interventions in Liberia aim at improving the nutrition security of the population, with particular focus on children under-five and pregnant and lactating women. AAH aims at doing so by implementing multi-sectorial programs, which encompass direct nutrition intervention and prevention activities to address the underlining causes of undernutrition, i.e. poor health, food insecurity, poor care practices, and poor access to water and sanitation. AAH also has an integrated advocacy strategy in the mission that cuts across all the sectors.

Action Against Hunger is recruiting a deputy program manager to ensure successful implementation of the COVID-19 Emergency Project, coordination and representation of Action Against Hunger at county level. The position is based in Margibi county with frequent travel to field visit.

CORE RESPONSIBILITIES – Monitor and supervise the implementation of activities in MoH facilities and their catchment communities. This

includes services routine health services provision (ex. ANC/MCH/OB, OPD, IPD , etc) as well as activities in the community component of the project. – In collaboration with the CHT and respective Pillar leads, plan and support IPC and MHPSS training for MoH

professionals at facilities; community awareness training for community workers (behaviour change agents, CHV/ CHA, leader, influential persons and youth groups) for promoting and influencing practices and compliance of COVID- 19 preventive measures among community members in accordance with mandate of the project – Provide timely and high quality reporting, both internal and external, of all activities of the programme, together with

a critical analysis – Compile, correct and analyse statistics of the project related activities in health facilities and communities provide

recommendations for improvements and submit all reports and information to the Program Manager in a timely manner (APRs, training reports, community activities reports, supervision and monitoring reports, etc) – Collaborate with the administration and logistic departments for the treasury forecasts, budget follow-up quotation

requests, produce procurement request / PL, follow-up all requests and orders, provide stock reports, staff leave etc – Organising and leading team meetings and individual monitoring sessions (both regular and ad hoc) – Establishing and monitoring action plans of individual team members and appraisal

QUALIFICATIONS – Bachelor in science or health related field and/or Physician Assistant/ Professional Nurse/ Midwife with at least 4 years’ experience working in health projects for both health facilities and communities especially in the context of disease outbreak. – At least 3 years’ experience in managing teams/ programs

REQUIRED COMPETENCE AND SKILLS:

  • Experience in Infection Prevention and Control (IPC) measures and applications (in health facilities and among community dwellers) is essential
  • Good understanding of community engagement techniques and organizing activities to carry out in community groups (community leaders, volunteers, CHA, youth, etc.) in the context of disease outbreak
  • Good knowledge of promoting community preventive actions and activities
  • Experience in facilitation of trainings and capacity building, skills in Training of Trainers (ToT)
  • Experience in monitoring and supervising programs
  • Good analytical and report writing capacity
  • Ability to work autonomously
  • Diplomacy and patience, especially for working with MoH staff and CHV (gCHVs/CHAs, TTM) and community leaderships
  • Good computer skills (Microsoft Office)
  • High level of English (spoken and written)
  • Knowledge of local languages is an asset
  • Flexibility for field work as the job requires overnight stay and travel to ‘hard to reach’ rural communities in the counties
  • Rigor at work

Remuneration package

o Starting date: 1st July 2020 o Duration of contract: 12 month o Monthly basic salary: between 1050 USD and 1092 USD based on profile o Monthly transport allowance:75 USD o Monthly education allowance: 90 USD o Medical insurance
