Emergency National Field Coordinator
Following the recent pronouncement of EVD cases in Guinea a bordering country to Liberia, Action Against Hunger formulated and adapted its ongoing Health, Nutrition & Livelihoods programs to support the national government surveillance team in collecting data which poses potential threat to the spread of Ebola disease in its target areas. Action Against Hunger places particular focus on institutional support to the CHT; other government coordination teams and will play a leadership role in health promotion and statistics gathering.
ABOUT US
Action Against Hunger is an international network (Paris, New York, London, Toronto, Madrid and New Delhi) committed to ending world hunger. Action Against Hunger (AAH) has been working in Liberia since 1990 with the purpose to respond to the needs of the most vulnerable people, at first during the emergencies and then in a more development setting, until the 2014 Ebola outbreak and the emergency it generated in the country. AAH interventions in Liberia aim at improving the nutrition security of the population, with particular focus on children under-five and pregnant and lactating women. AAH aims at doing so by implementing multi-sectorial programs, which encompass direct nutrition intervention and prevention activities to address the underlining causes of undernutrition, i.e. poor health, food insecurity, poor care practices, and poor access to water and sanitation. AAH also has an integrated advocacy strategy in the mission that cuts across all the sectors. AAH is currently the lead of the Liberia WASH Consortium, a consortium of highly recognized NGO in the field of Water, Sanitation and Hygiene, formed in 2003.
Action Against Hunger is recruiting an Emergency Coordinator, who will oversee the development, appropriate implementation and coordination of AAH Ebola Virus Disease preparedness and emergency response in Liberia
CORE RESPONSIBILITIES
 He/ She serves as key representative for AAH Ebola response in Liberia, based in Monrovia with frequent travel to the field.
 He/ She contributes to the AAH strategic response plan for Ebola.
 He/ She ensure health (including Ebola specific), safety and security protocols are followed at all times, and take corrective, timely actions as required and in consultation with Country Representative;
 He/ She supports emergency needs assessments and emergency program implementation in response to the developing humanitarian situation
 Develops and maintain effective working relationships with other actors, donors, and key stakeholders and raise visibility around AAH response.
 He/ She supports and work effectively in coalitions and networks in the respect of principles of equality, transparency, and result oriented approach and complementarities.
 Attend relevant coordination meetings with other actors and ensure coordination of joint/one-agency assessments and responses
 Support field staff to develop contacts and coordinate closely with stakeholders including local authorities, security actors, community representatives and CBOs where relevant
 Represent AAH in external coordination mechanism in support of Country Representative as needed.
 Actively participate and support the County level EVD response coordination
 Participate in the National level IMS coordination
 Work with the various national pillars and working groups
 Develop MoU to define the terms of various partnership in the program
 Develop and maintain a network of harmonious and productive relationships with national representatives and program partners (funding bodies, other NGOs, etc.)
 Assist with proposal development for new funding opportunities, grant modification and reporting.
 Ensure program MEAL plan is in place and followed by the program team
 Train the project staff and partners
 Conduct assessment and analysis of the interventions
 Regular reporting of the program outcomes
 Documentation of the lessons learned, final program performance
QUALIFICATIONS:
– A Master’s degree in Health Promotion Sciences, Communications, Public Health, Social Science or related field
– Minimum of 5 years’ experience managing public health projects in Liberia preferably with particular emphasis on surveillance and emergency response.
– Prior experience working in surveillance and/or emergency response at the government level is a plus.
– Strong familiarity with emergency response pillars (for EVD and other priority
diseases) is essential.
Proven experience in designing integrated strategies and campaigns, utilizing various channels of communication: radio, television, publishing, interactive media (radio, internet, email, post), peer education, local drama, mobile video units, faith-based and special interest NGOs
EQUIRED COMPETENCE AND SKILLS:
– Understanding of or experience working directly with government stakeholders (MOH and MIA) at the county and district levels is a plus.
– Understanding of or experience working directly with traditional leadership on public health issues is a plus.
– Knowledge and/or experience in participatory community approaches and techniques.
– Experience in IEC/BCC programming at the national level in emergency scenarios
– Excellent knowledge of Infection Prevention Control protocols (WHO,CDC)
– Strong engineering profile for emergency scenarios:
– Practical, hands on approach
– Ability to build and maintain partnerships across government and NGOs
– Innovative and resourceful mindset to make solutions work in adverse conditions,
– with limited resources
– Ability to work under stressful conditions
REMUNERATION PACKAGE
 Starting date: 1st May 2021
 Duration of contract: 8 month
 Location: Monrovia with frequent travel to other field locations
 Monthly basic salary: 1900 USD
 Monthly transport allowance: 75 USD
 Monthly education allowance: 90 USD
 Medical insurance
